Scope of Job

Responsible for management of the assigned full lifecycle of small to large enterprise projects, including prioritization, feasibility studies, analysis, planning, estimating, design, implementation and coordination.

Description of Duties

• Responsible for Enterprise Systems, such as ERP , information systems and other information technology (IT) project planning, estimating, tracking and management, including scope, budget, resources, risks, issues, process improvement and system quality.

• In the absence of the Senior Project Manager, leads the Project Management Office ( PMO ), including but not limited to communicating with customers, ensuring project best practices and standards are followed, providing an overall status of the PMO and reporting issues to management.

• Assists in the strategic planning process for the Project Management Office, including staffing and budgetary needs.

• Contributes to the ITSM process by executing any assigned roles, such as Change Manager for routine change requests, and others.

• Serves as a business relationship manager for assigned projects in order to understand the needs of the customers, set expectations, agree on requirements and priorities, and assign responsibilities

• Responsible for faculty, staff and technology vendor relationship management by establishing good communication and rapport.

• Evaluates, recommends, selects, and manages third party vendors, consultants and vendor products as assigned.

• Makes recommendations for the design, execution, and effectiveness of a system of internal controls, which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, departmental financial information is reliable and the department complies with applicable laws, regulations, policies and procedures using a variety of technological aids including but not limited to PERT charts, Microsoft Project, email, individual and group meetings, and other applications. Knowledge of UT System Rules and Regulation and University policies and procedures.

• Monitors and provides periodic status reports to IT management on assigned projects and provides guidance to project teams on development progress, milestones, deliverables, schedule, possible risks, necessary modifications of methodology, and any other issues regarding the project’s alignment with the methodology employed.

• Manages sign-off on key deliverables for assigned projects.

• Organizes, schedules and leads meetings, ensures documentation of meeting minutes.

• Coaches and mentors key team leads in Project Management skills.

• Ensures adherence to project plan by all project participants.

• Facilitates workshops and software trials.

• Mediates problems encountered by team members.

• Evaluates, creates, writes and assists with the development of Request for Proposal ( RFP ), Scope of Work ( SOW ), contracts and other documents.

• Assists with creation and deployment of user documentation and training materials.

• Manages project documentation repository.

• Assists in the establishment of and measures processes and procedures utilizing best practices and concepts from ITIL , Project Management, and other industry standards.

• Ensures compliance with federal, State, and UT System rules and regulations including HIPAA , FERPA , UTS165, PCI , etc.

• Performs special projects and other duties assigned.

General direction from the assigned supervisor.

Direct supervision of assigned staff.

Required Education

Bachelor’s degree from an accredited university.

Preferred Education

Bachelor’s Degree in Engineering, Business Administration, Public Administration, Information Technology, Computer Science, Mathematics or related field from an accredited university.

Licenses/Certifications

ITIL v3 Foundations Certification or obtain within one year of hire

Preferred: Project Management Professional ( PMP )

Required Experience

Five (5) years experience in project management or performing duties closely related to the duties listed in the job description.

Preferred Experience

Experience in Higher Education.

Equipment

Knowledge of personal computers, office equipment and software, such as Microsoft Office, MS Project, Adobe Acrobat, SharePoint, various web browsers, etc.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and night/weekend work is required.

Other

Strong project management skills are necessary. Must be detailed oriented with experience in management of multiple simultaneous projects. Must have excellent interpersonal skills and have the ability to build teams, develop strong customer relationships, and bring projects in on time and within budget. Presentation and marketing skills are necessary to sell solutions and to deliver products. Listening skills, which enable results to meet customer needs, are critical. The ability to make difficult decisions is critical.
