InterFuze is seeking a Buyer II to support corporate operations in Edgewood, MD.
The selected candidate will perform the following responsibilities:
- Perform fundamental procurement activities, including acquiring materials, components, and services at realistic and competitive prices, meeting schedule, safety, and quality standards.
- Verify that risk assessments are performed on POs and appropriate flow-downs are incorporated into PO/Subcontract solicitations.
- Assure the requirements for products or services to be purchased have been adequately defined, in the proper format, and are approved for release.
- Ensure all procurement actions that commit the company to purchase materials or services from suppliers are properly documented, reviewed, and approved consistent with corporate policy and procedures.
- Execute with proficiency the PO placement process, to include a comprehensive understanding of the applicable Procurement system.
- Execute Award Determination Summary Sheet and Checklists as required by procedure to ensure a factual procurement summary is documented.
- Verify that suppliers' capabilities have been properly evaluated and bidders are determined to be viable candidates.
- Analyze and identify risk associated with, and recommend changes to, Supplier terms and conditions. Ensure modifications are properly evaluated and approved consistent with policy and procedure prior to incorporation into any resultant purchase order.
- Engage with the Contracts Director and other program team members to establish a cohesive work group developing consistent strategies.
- Assist with adherence to U.S. Laws and U.S. Government controls on the export of goods, services, and technical information.
- Ensure compliance to applicable Government regulations; obtain necessary certification that supports suppliers' cost or pricing data is current, accurate, and complete prior to the award of the negotiated Purchase Order.
- Process purchase orders and all mods to ensure supplier execution in accordance with appropriate procedures.
- Monitor contract performance to ensure compliance with requirements. Establish a performance monitoring method, which communicates supplier performance to contractual requirements.
- Execute the purchase order close-out process upon completion of the contract.
Qualifications:
- Requires a bachelor's degree plus six (6) years of related experience.
- Must possess a basic understanding of cost accounting principles, which is a plus for this individual to develop Price/Cost Analysis (P/CA) capabilities, support customer proposal activities, and assist accounts payable as necessary.
- Must have Costpoint experience, particularly with the purchasing module.
- Must possess an in-depth understanding of DCMA guidelines about equipment purchases.
- Must have strong verbal and written communication skills.
- Must be organized, and have the skills to respond to requests with a sense of urgency.
- Must possess an understanding of FAR/DFARS flow-down requirements.
- Must Possess a working knowledge of the RFQ/RFP process (Create, Change, Administration).
- Must understand Commerciality Assertions and required documentation of Intellectual Property Rights under Prime Contract.
- Must understand Prime Contract Types and their impact on resulting PO Requirements.
