Position Summary

MSU’s Office of Export Control and Trade Sanctions is seeking a Compliance Analyst to assist with export control, trade sanctions, and research security. The Compliance Analyst will work within MSU’s Office of Export Control and Trade Sanctions to manage export compliance and research security across campus. This position will ensure compliance, tracking, and monitoring of exports and sanctions under complex government regulations, including International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), and Research Security requirements under National Security Presidential Memorandum (NSPM) 33. Duties include, but are not limited to, overseeing and coordinating export and sanctions compliance activities across campus, including conducting export classifications and managing Technology Control Plans. The Compliance Analyst will assist with the preparation of export licenses and other government authorizations, as well as commodity jurisdiction and classification requests and determinations.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in public administration, public policy, science, engineering, business or a related field; three years of related and progressively more responsible or expansive work experience in export control and trade sanction compliance; or an equivalent combination of education and experience.

For consideration under this posting, a candidate must either (i) be a U.S. citizen, permanent resident, refugee, or asylee, OR (ii) must hold citizenship that does not disqualify him or her from eligibility to work with the export controlled data and/or technology essential to performance of position responsibilities, OR (iii) must possess citizenship and all other attributes established by Federal regulation to qualify for an exception to export control access prohibitions otherwise precluding the performance of position responsibilities.

Desired Qualifications

Experience working in higher education and/or in research compliance. Ability to work cooperatively with faculty, staff, students, outside agencies, compliance team members, and other stakeholders, including individuals from a variety of cultures and backgrounds. Outstanding customer service orientation with excellent verbal and written communication skills.

Detailed knowledge of the export control regulations and their application to academic research. Ability to work cooperatively with faculty, staff, students, outside agencies, compliance team members, and other stakeholders, including individuals from a variety of cultures and backgrounds.
