Project Overview and Role:
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.
The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.
Primary Duties and Responsibilities:
Purpose of the Position: TheGrants Consultant - Programmay be called to provide program and technical support on ad-hoc basis to INOVASI team to support the INOVASI Grants Program in East Java. The Grants Consultant will support INOVASI’s East Java Provincial Coordinator and Grants Specialist in the full programmatic aspects of grant management including in assisting the grant selection process and monitoring all programmatic aspects of grants implementation.

Duties:Under the direction of East Java Provincial Coordinator, and in close collaboration with Grant Coordinator, and the Education Partnerships and Pilots (EPP) team, the Grants Consultant - Program will:
Support INOVASI East Java team to implement INOVASI Grants Program, including mentoring grantees in preparing and reviewing proposals, and supporting grantees in implementation, and monitoring.
Ensure grantee activities and goal achievements are in accordance with what is agreed in grantee proposals and in line with the grant milestones.
Provide grantee’s activity update reports.
Support reporting of grants monitoring data to INOVASI and DFAT based on results frameworks (for example, in relation to the number of participants trained, or volume of funds allocated, etc..);
Support achievement of INOVASI’s gender and social inclusion objectives, as appropriate.
Provide technical inputs to grantees to support them improve grants implementation.
Act as liaison between grantee, INOVASI and other related parties.
Work collaboratively with STA Grant Operations Support to mentor grantees and support them in preparing their program activity reports.
Work closely with other INOVASI units (Monitoring, Evaluation, Research and Learning, Communication, Systems and Policy) as needed to support the grants program in East Java
Other duties as may reasonably be required by East Java Provincial Team and EPP Team Jakarta.
Qualifications and Experience:The Grants Consultant – Program will possess the following qualifications and experience:
Preferably, a minimum five (5) years’ work experience in development programs including overseeing grants experience.
Has good knowledge on Islamic school system (madrasahs).
Experience working with Ministry of Religious Affairs and key providers in the sector such as LP-Maarif and Muhammadiyah, ideally at provincial and/or district level as advantage.
Thorough understanding of IT systems, including advanced computer skills in MS Word, MS Excel, and the internet.
Ability to communicate effectively, both verbally and in writing.
Demonstrated ability to promote and initiate work processes and complete given assignments with minimum supervision.
Strong interpersonal skills, including in a cross-cultural context, time management, and analytical skills.
Proactive and quick learner and demonstrated ability to work in a team.
Availability to travel in short notice.
Having experience in capacity building.
Fluent in English (written and spoken) and Bahasa Indonesia.
