POSITION SUMMARY

This senior level professional staff position will manage all aspects associated with environmental compliance and security operations at the East Dubuque, Illinois facility. The incumbent is responsible for developing and maintaining programs and processes to ensure environmental compliance in all media (air, water, and waste) with applicable state and federal regulations, and state and federally issued environmental permits and approvals, and all physical security operations, including compliance including compliance with applicable state and federal laws and regulations.

The position will be responsible for: maintaining a robust environmental record keeping program, implementing continuous improvement programs, demonstrating compliance to regulatory agencies, managing environmental contractor support, maintain compliance programs including required stack tests and relative accuracy testing; coordinating and notifying emergency releases and develop and submit all required reports to appropriate. Responsibilities also include keeping up with emerging environmental issues, regulations, and technologies, evaluating their potential impact on the facility and recommending appropriate actions. The successful candidate will interface closely with operations, maintenance, technical, and laboratory personnel in a team atmosphere to obtain all federal and state environmental permits and approvals; preparing training and compliance procedures.

The incumbent will ensure that physical security program components are implemented and administered in accordance with corporate policies, standards and facility procedures. Accountabilities include: development, implementation, maintenance of all security elements of Corporate Security standards, Emergency Response Plans, the Marine Transportation Security Act and Facility Security Plan (as designated by 33 CFR Part 105). Provide support to EHS&S and site operations processes as necessary including, but not limited to screening and onboarding of contractor personnel working at company sites, investigation and reporting of security incidents and implementation of applicable operating procedures in response to emergency and heightened security risk situations.

This management position will be located in East Dubuque, be part of the EHS&S team reporting to the Sr. Director Environmental Affairs with security functional responsibilities and a dotted line to the Director Corporate Security.

EDUCATION REQUIREMENTS

  • Bachelors Degree Engineering, or equivalent science related degree with specific experience required.

EXPERIENCE REQUIREMENTS

  • Minimum of 15 years of relevant industry experience with a minimum of 8+ years environmental experience required. Experience must include significant air compliance and permitting responsibilities.
  • Environmental management experience with a significant portion of that experience gained at chemical manufacturing facility/refinery or similar industry.
  • Experience managing contracts for contracted staff as part of day-to-day operations or as part of projects.
  • Must have demonstrated knowledge as a subject matter expert in air quality regulations for chemical operations. Mechanically adaptable, with strong mathematical, reasoning, and problem solving skills required.
  • Experience with Maritime Transportation Security Act (MTSA) Program preferred.
  • In depth understanding of P&IDs and PFDs.
  • Fluent in English, both oral and written forms.
  • Must be able to interface with all levels of the organization.
  • Demonstrated competency of interpersonal skills.
  • Must be able to regularly climb, stand, reach and lift up to 50 pounds.
  • Ability to oc asionally alter work schedule to meet changing requirements

MAJOR ACCOUNTABILITIES

Environmental Management -

Develop, propose and upon approval implement practices, policies and procedures to support corporate and facility Environmental programs.

Utilize engineering skills to track environmental performance day-to-day. Alert facility personnel of deviations and assist with solutions to prevent reoccurrence.

Quickly become knowledgeable in the state federal operating permit (CAAPP Title V) and ensure record keeping, reporting, and deviation tracking meet all permit requirements.

Knowledgeable in federal and state environmental regulations that are applicable to the facility including monitoring of any proposed or pending new or revised regulations.

Track and report on Continuous Emissions Monitoring System (CEMS) performance and downtime.

Work with environmental consultants to plan, schedule, and execute required emissions testing.
