Summary of the Project: 

The U.S. Department of Health and Human Services (HHS) Administration for Community Living (ACL) aims to enhance the independence, well-being, and health of older adults and people with disabilities. The project focuses on providing operational and developmental support for ACL's enterprise-level cloud-based infrastructure and cybersecurity services. The ACL utilizes a hybrid multi-cloud architecture, primarily leveraging Microsoft Azure government cloud services with a FedRAMP moderate authorization, ensuring a secure and compliant environment for its various programs. 


The scope of this project includes supporting the migration of websites and applications into the ACL cloud environment, maintaining enterprise systems, and continually evolving the infrastructure through the integration of new technologies and solutions. The project also emphasizes maintaining high standards of cybersecurity, user experience, and accessibility, ensuring all changes adhere to Section 508 compliance. The goal is to deliver secure, maintainable, and cost-efficient IT solutions that support ACL's mission without compromising accessibility and usability. 


Summary of the Role:

The Program Manager will be the primary point of contact for the ACL team, responsible for overseeing the execution of project tasks and ensuring compliance with all contractual requirements. The Program Manager will manage the EITS core services team, tracking activities and deliverables, and escalating potential risks and issues as necessary. In addition to project management, the Program Manager will serve as a senior technical resource, contributing expertise in cloud infrastructure and cybersecurity to support various contract areas. 


The role involves interfacing with ACL customers and stakeholders, developing comprehensive project management strategies, and implementing dashboards and predictive analytics to monitor project performance. The Program Manager will also manage documentation, user training, incident response, and risk management, ensuring all activities follow OIRM-approved processes and procedures. Effective communication and leadership skills are essential to coordinate resources and maintain the project's momentum. 


This is a supervisory role is responsible for leading, directing, and managing the work and the needs of the BCT staff and subcontractors. They will leverage their skills and technical expertise to ensure accuracy and high-quality reporting on project deliverables. The Program Manager will be a highly organized self-starter with strong written and verbal communication skills and the ability to adapt quickly and build rapport with technical and non-technical colleagues. Scrum certification is preferred. 


Key responsibilities include:

  • Oversee and supervise the EITS core services team. 
  • Interface and coordinate with the project COR. 
  • Develop and maintain a Program Management Plan detailing tasks, milestones, deliverables, risks, and resources, updated monthly and aligned with ACL's requirements. 
  • Utilize dashboards and predictive analytics for project performance monitoring. 
  • Manage documentation, user training, incident response, and risk management. 
  • Implement and monitor a Configuration Management Plan, tracking all configuration changes and security documentation and related approvals. 
  • Maintain a Risk Register to identify risks and issues, provide expert analysis and mitigation recommendations, and manage a review schedule of accepted risks.  
  • Identify and recommend process improvements, evaluate new technologies, and provide Technology Recommendation Reports for OIRM review. 
  • Interface with ACL customers and stakeholders to discuss contract related items, relay requests and requirements, prepare customer consultation documents and provide recommendations for new projects. 

 

What you bring to the table:

  • Bachelor's or advanced degree from an accredited college or university with a preference for business administration or related field. 
  • At least 7 years of professional experience in roles requiring project management, process planning and assessments, client consulting and supervising direct and indirect reports including subject matter experts; experience managing projects with the federal government desired. 
  • Understanding of cloud infrastructure, cybersecurity practices, IT operations, data management, privacy, and identity and access management required.  
  • PMP or PgMP certification required. Scrum certification a plus. 
  • Experience coordinating projects across multiple remote teams and individuals, ensuring tasks, documents and deadlines are all effectively managed and met; able to facilitate project work- sessions and support technical decision-making. 
  • Experience using Agile methodologies, Dev Ops, and /or DevSecOps methodologies for solutions and operations/maintenance is a plus. 
  • Understanding of policy and compliancefor FISMA, NIST and Security Controls 
  • Ability toexamine and evaluate security strategies and defenses; to determine security and business impacts

This is a remote position, located in any of the fifty United States or Washington, DC.
