Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. Responsibilities The primary purpose of this position is: To serve as an Air Reserve Technician (ART) Superintendent for a Group (FG, ARG, AG, etc.) which includes both the Operations and Maintenance organizations. In this capacity, exercises technical and administrative supervision over subordinate supervisors and workers in accomplishing the total aircraft inspections, troubleshooting, repair modification, jacking and total engine run of aircraft to an in-commission status (to include preflight). Also provides staff support to unit maintenance activities including budgeting, training, contingency/ war/mobility planning, maintenance planning and scheduling, productivity data analysis, maintenance operations center, maintenance supply support, manpower, and support agreements. Trains reservists in the duties and responsibilities set forth herein. Position functions as the primary supervisor over all Maintenance activities and personnel within the Maintenance complex at an Associate Air Force Reserve unit. Requirements Conditions of Employment Qualifications QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 - Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead or supervise as and Aircraft Overhaul Supervisor. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised. Knowledge of safety regulations, practices, and procedures. Knowledge of administrative processes, logistics structure, management and training, principles, concepts, policies, and instructions. 2: Knowledge of personnel management policies, practices, and procedures, including sexual harassment and equal employment opportunity/Equal Opportunity Treatment. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3: Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. Knowledge of a wide range of maintenance concepts, principles, techniques, and operations used in the analysis and planning of maintenance resources, workload, deployment strategies, budgeting, etc. 4: Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 5: Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through subordinate supervisors. Ability to communicate effectively, both orally and in writing. 6: Comprehensive knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. OTHER SIGNIFICANT FACTS: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 3. Performs other related duties as assigned. 4. This is a drug testing designated position. The incumbent is subject to random testing for drug use. 5. This is a designated KEY position. The term "KEY" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines, or influences policies of the unit to which assigned), and has no relationship to the term "KEY" as defined in AFI 36-507. 6. Must be able to obtain and maintain a secret security clearance. OBLIGATED STATEMENT: This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. FUNCTIONAL REQUIREMENTS: Moderate carrying (15-44 lbs.). Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of repeated bending are 1 hours per week. Climbing, use of legs and arms. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with or without aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working closely with others.
