Moore County Hospital District Human Resources Director - Full Time 8am - 5pm in Dumas, Texas

This is a Full Time Position. SUMMARY:  Provides overall strategic HR leadership to the organization to ensure regulatory compliance and fair, consistent treatment of employees.  Oversees the development and implementation of HR policies, programs and services to include recruitment, selection, retention, employee development, performance appraisal, employee benefits, compensation, safety and health, employee relations, and EEO reporting.  Ensures employment practices comply with applicable federal, state and local laws and regulations.     ESSENTIAL DUTIES AND RESPONSIBILITIES: Must demonstrate competency in the position’s essential duties and responsibilities as detailed below and may include other duties as assigned.  * Develops organizational human resources strategies and/or recommendations by identifying, researching, and analyzing human resources issues; contributing factors, and organizational goals, objectives, strategies and constraints.  * Serves as internal consultant to organization management and employees on personnel issues across all the human resource functional areas to include recruitment, selection, hiring, orientation, compensation, health and welfare benefits, training and development, safety and health, employee relations, retention, EEO compliance, and records management.           * Advises management to ensure compliance with federal, state and local laws related to employment, employee benefits, compensation, training and safety. * Researches, develops or updates, communicates and monitors adherence to human resources related policies and procedures. * Provides leadership in the area of recruitment through development of creative,cost-effective strategies for generating qualified candidates. * Monitors employment decisions to ensure compliance with applicable federal, state and local laws. * Promotes organization as an employer of choice by representing the organization at college and community career fairs. * Provides for an effective orientation program to welcome and assimilate new employees into the organization. * Ensures the execution of necessary and/or required management and employee training and development programs related to human resources, safety and health. * Ensures departmental/job-specific orientation to ensure adequate orientation and assimilation of new employees. * Oversees employee benefits programs including medical, dental, life, disability, retirement, tuition reimbursement, vacation, holidays, sick leave, leaves of absence and unemployment compensation.  * Oversees proper administration of employee benefits by ensuring maintenance of employee database, responsiveness to requests for assistance in interpreting benefits plan guidelines and provisions, problem intervention and resolution and vendor management.  * Assures added value of employee benefits programs through establishment and employee education related to communications channels including plan documents, pamphlets, flyers, meetings, websites and phone numbers.   * Develops updates and oversees wage and salary administration for the organization. * Ensures consistent, equitable administration of the wage and salary program by monitoring salary offers and performance evaluations, ratings and increases.  * Provides for job analyses to establish job documentation, and creation and maintenance of job descriptions. * Serves as the internal consultant to management and employees related to human resources issues, and conducts or leads investigations as warranted.  * Advises management and oversees all employee disciplinary actions and terminations. * Evaluates and makes recommendations regarding retention issues through analysis of separation data. * Responds to employment related claims administration such as is required for unemployment compensation benefits, EEOC complaints and other employment related legal matters.  * Ensures personnel record keeping, retention, release and destruction practices related to recruitment, new hires, performance reviews, promotions, transfers, demotions, separations and other employment-related actions. * Oversees workers compensation claims management. * Promotes a safe, productive work environment for all employees through identification and resolution of health and safety issues. * Develops and implements regulatory compliance. * Maintains adequate staffing levels to ensure proper administration of departmental accountabilities.  * Establishes department accountabilities to include staffing, hiring, training,     supervising, evaluating and developing direct reports. * Monitors key human resource metrics to ensure equitable, legally defensible employment practices across all functional areas.  * Develops and monitors functional area budgets to ensure efficient allocation and use of resources. * Serves as a liaison between volunteer groups and district departments. * Oversees adequate screening, orientation and evaluation of volunteers. * Ensures recognition of employees and volunteers. * Serves as a liaison between academic institutions, students and district departments while ensuring students meet district health, safety, competence and behavior standards. * Stays abreast of human resources related federal, state and local legal requirements and best practices through active participation in appropriate professional organizations and attendance at job-related work shops and seminars.  SUPERVISORY RESPONSIBILITIES: Positions reporting to the incumbent include the Human Resources Benefits Coordinator and the Human Resources/Generalist. EDUCATIONAL REQUIREMENTS:  A Bachelor’s Degree in Business Administration, Human Resources or a related field required; Master’s Degree preferred.   EXPERIENCE REQUIREMENTS:  Four or more years progressively responsible, experience in a human resources related role required. LICENSURE / CERTIFICATION REQUIREMENTS:  SPC/CPC or PHR/SPHR certification preferred. OTHER REQUIREMENTS:  Membership and active participation in the Society for Human Resources Management and/or the American Society for Healthcare Human Resources Administration strongly preferred.
