In support of this vision, the Procurement Writer reports directly to the Purchasing Services Contracts Manager, who reports to the General Manager of Procurement.

Essential Job Functions

The Procurement Writer is responsible for facilitating, researching, creating and editing content related to procurement processes, procedures, and best practices. They work closely with Procurement staff and Tollway departments to understand their needs, research existing procurements, and develop written materials that effectively communicate procurement strategies and objectives.

Overall, a procurement writer plays a crucial role in ensuring that Procurement department and User department professionals have access to accurate and well-written materials that support their work and contribute to the success of the organization\'s procurement function.

The Illinois Tollway has numerous procurement approaches which include, but not limited to, Request for Proposal (RFP), Invitation for Bid (IFB), Qualification Base Selection (QBS), Request for Information (RFI), Sole Source and Small Purchases. Must have knowledge with the procurement approaches, the Illinois Procurement Code and the Illinois Administrative Code (JCAR).

The primary responsibilities of a procurement writer include:

  • Researching and understanding procurement processes and procedures.
  • Collaborating with procurement professionals to gather information and insights.
  • Collaborating with other Tollway departments subject matter experts to gather information and insights.
  • Researching, writing, and editing procurement-related content, including policies, guidelines, and training materials.
  • Ensuring that all written materials are accurate, clear, and concise.
  • Conducting thorough reviews and revisions of written content to ensure quality and consistency.
  • Stay abreast with industry trends and best practices in procurement to assist departments to improve existing procurements.
  • Assisting with the development and implementation of procurement communication strategies.
  • Providing guidance and support to Procurement department staff in developing their own written materials.
  • Managing multiple writing projects simultaneously and meeting deadlines.
Qualifications

Education (Required):

  • Bachelor\'s degree in English, journalism, communications, or a related field.

Skills and Experience (Required):

  • Minimum of 5 years experience as a writer or editor, preferably in a procurement or supply chain context.
  • Excellent writing, editing, and proofreading skills.
  • Strong research and analytical abilities.
  • Familiarity with procurement processes and terminology.
  • Proficiency in Microsoft Office Suite and other relevant software.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Attention to detail and commitment to producing high-quality work.
  • Strong organizational and time management skills.
  • Excellent communication and interpersonal skills.
