GovCIO Construction Quality Assurance Engineering Technician in Djibouti, Central African Republic

Overview

GovCIO has a fantastic opportunity to provide NAVFAC EURAFCENT with post-award construction quality assurance services to monitor design-build and design-bid-build electrical projects of varying complexity, up to and including the construction of a 27 MW electrical power plant, diesel generators, fuel farm, storage tanks and additional support facilities (P332/P334), for adherence to contract documents, provisions and applicable trade and safety standards. Based on observations, the Construction Quality Assurance Engineering Technician will make recommendations to the Government regarding the acceptability of the work performed.

Responsibilities

  • Make regular visits to project sites to review construction work complies with contract requirements, including the design, Unified Facility Criteria, and safety requirements. Prepare a Quality Assurance Report (QAR) for each site visit.

  • Attend meetings – including, but not limited to – post-award kickoff meetings, weekly QC/Owners Meetings, Three-Phases of Quality Control, Partnering Meetings, and construction conferences.

  • Support the review/approval of government approved technical and administrative submittals – including but not limited to – contractor’s baseline and monthly updates to the critical path schedule, test plans/reports, performance verification tests of major systems, etc.

  • Review and comment on constructability reviews of plans and specifications.

  • Review construction contractor compliance with quality and safety requirements and document need for corrective actions.

  • Review construction contractor’s daily reports for thoroughness and accuracy and check for any discrepancies. Maintain reviewed copy of reports in the electronic contract file.

  • Notify Government Construction Manager and Contract Specialist of items that may result in changes to contract value or duration. Evaluate potential solutions to the issues and support the preparation of Government estimates.

  • Monitor the construction contractor’s execution of required equipment and material testing, performance verification testing, systems commissioning and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.

  • Assist with scheduling required outages to avoid work stoppages for contactor, Clients and tenant operations.

  • Monitor the closeout process, including punch list preparation and completion, testing and startup of major systems, and final acceptance.

  • Monitor construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as-built drawings is turned over at the close of the contract. Make reports of any updates that are not completed in a timely manner and make recommendations for corrections.

  • Verify that the construction contractor provides a complete set of Operation and Maintenance Support Information (OMSI) Manuals and conducts any user training for equipment installed on the project as required by the construction contract. Make recommendations for corrections.

  • Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc. Analyze construction schedule submittals by construction contractors for appropriate logic and compliance with contract terms.

  • Provide technical assistance in answering requests for information (RFI) from construction contractors.

  • Maintain proper construction contract document files according to NAVFAC standards.

  • Participate in base wide exercises, real-world drills and scenarios.

Qualifications

High School with 9+ years (or commensurate experience)

Required Skills and Experience

  • Technical and practical knowledge and experience (at least 10 years) as a quality assurance representative, engineering technician, superintendent, or quality control manager on Department of Defense or similar government agency construction projects that involve significant electrical recapitalization.

  • Must be a US Passport holder.

  • Experience, ability and understanding of construction methods, principles and practices applicable to multidiscipline\trade projects as well as vertical and horizontal construction projects, technical engineering drawings and specifications, written statements of work, complex and diverse engineering designs and changes to the contract documents.

  • Experience and ability to monitor new construction, maintenance, repair and alteration projects to a successful and timely completion with respect to schedule and budget.

  • Ability to read, write, and speak fluent English (Common European Framework of Reference for Languages (CEFR) C1 level preferred but minimum B2) in order to report on progress and outcome of technical assignments and to present recommendations to government personnel.

  • Proficient in Microsoft Office software and Adobe Acrobat. Training and knowledge of Primavera scheduling software and/or other construction scheduling software packages is desired.

  • Ability to perform strenuous activity while working outdoors, working on active construction sites, climbing and using fall protection equipment will be required on this contract.

  • Professional experience and understanding of safety and occupational health principles, practices, procedures, laws and regulations as they relate to construction performance requirements and as outlined in the EM-385-1-1 and 29 CFR.

  • Record of completion of the full EM 385-1-1 Construction Safety Course. (The eight-hour online course is not an acceptable alternative).

  • Must successfully complete background investigation and administrative vetting actions required to access Camp Lemonnier.

  • Current certification of successful completion within the past 5 years of the US Army Corps of Engineers (USACE)\Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course or completion within 90 days of task order award.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $100,000.00 - USD $120,000.00 /Yr.
