The DHS Science and Technology (S&T) Office of the Chief Information Officer (OCIO) requires professional technical support services to assist its various organizations, missions, functions, and objectives enabling DHS S&T to facilitate research and development, test and evaluation, and scientific knowledge and technological transfers to the DHS Operational Components. DHS S&T requires this support to maintain and evolve its organization. These services will support the following functions within DHS S&T: strategic planning and performance management, budget formulation, budget execution, policy and procedure development, financial management, procurement management, administrative support, human capital management, physical, personnel and information security management, real and personal property management (to include fleet), facilities management, records management, mail management, subscriptions, occupational safety and health, environmental and energy management, environmental planning and historic management communications planning, conference/event planning, travel management, network, systems and applications engineering, information assurance, IT governance, operations, and maintenance.
Has detailed knowledge and expertise to manage security aspects of information systems, including, physical security, personnel security, incident handling, and security awareness and training; assists in development of the system security policy and ensures compliance with the policy on a routine basis; develops and updates the Security Plan; manages and controls changes to the system and assesses security impact of those changes; coordinates with external agencies and assists in the preparation of the ISA to ensure all external connections meet protection requirements and are documented in the Security Plan, Risk Assessment, and security operating procedures.
Collects, organizes, reviews, maintains and approves all data and information required to ensure Certification and Accreditation (C&A) requirements are met for each test activity; documentation shall include applicable national, service and local security requirements, checklists, security plan, training plan, concept of operations, contingency plans, standard operating procedures, compliance checklist, source code evaluation and all other required information. Laboratory-based activities include serving as security specialist for secure rooms/SCIFs.
Bachelor’s Degree and 11 Years minimum experience.
Certified Information Systems Security Professional (CISSP) certification; and Certified Authorization Professional (CAP) or CompTIA Security+ or CompTIA Advanced Security Practitioner (CASP) certification; and 10-15 years performing information assurance audits, C&A and protective or corrective measures.
