Federal Communications Commission Supervisory IT Specialist (Associate CIO-Application Software) in District of Columbia, District Of Columbia

Summary This position is located in the Technology and Delivery Group, Office of Chief Information Officer (OCIO), Office of Managing Director (OMD), Federal Communications Commission (FCC), located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities The incumbent Associate CIO serves as the FCC's senior information technology software developer, solution architect, and focal point for all system activity and planning, and applications portfolio management leader for software acquisition for FCC Bureau and Offices. Serves as the FCC Software and Applications technical expert and applications portfolio manager, with responsibility for acting as a staff management expert for the coordination and integration of new technology and/or implementation for assigned/initiated automation and computer technology needs, systems, or equipment. As the Associate CIO, you will lead all branch activities related to the analysis, development, and deployment of information/software systems and capabilities which enhance the FCC's capabilities to securely collect, produce, and disseminate the Commission’s HVA and non-HVA data. Utilizing your education and management experience as an Applications Developer, Computer Scientist, Software Engineer, or Application Architect, you will lead and directly support the agency’s digital modernizations of business applications systems and their secure sustainment through disciplined application portfolio management practices. Utilizes mastery knowledge and skill in applying software design concepts and methods; relationships among multiple IT disciplines; project management principles and methods in leading diverse teams responsible for multifunctional development projects in software analysis, design, development, and implementation for a new system or major enhancement to an existing system; draft project plans; identify resource requirements; assign tasks to project members, report progress; ensure customer and management involvement throughout the software development lifecycle process; resolve critical issues affecting the configuration of the IT infrastructure; and coordinate the demonstration of new and enhanced applications to customers and management. Determines scope of activities required to accomplish assigned responsibilities, identifies tasks to be undertaken, develops concepts, methods and techniques, coordinates, and gains approval of approach provides support for integration and coordination; and serves as focal point for all software testing development and planning activities. Fills the role of expert on all things cloud and cloud services-based applications and guides the agency in an aggressive adoption of secure externally hosted and delivered applications. GS-15 Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows: 1) Experience leading software development teams, plans and managing budgets. 2) Experience reviewing and evaluating business requirements, standards and preparing system or solution specifications. 3) Experience working with cloud architecture, computer networking, data elements and database design, information engineering, agile software development methodologies, DEVOPS and DEVSECOPS. 4) Experience providing technical advice relative to research, design, development and maintenance of systems. 5) Experience utilizing system analysis techniques and analyzing requirements as elements of a total system. 6) Experience preparing summary assessments or independent evaluation.
