Federal Maritime Commission IT Project Manager in District of Columbia, District Of Columbia

Summary This position is located in the Office of Information Technology (OIT), Office of the Managing Director, Federal Maritime Commission (FMC or Commission). The OIT is responsible for the provision of agency-wide user support functions for all computer systems and other necessary Information Technology (IT)-related services provided to the FMC. Responsibilities Ideal Candidate Statement: The ideal candidate for this position would seamlessly align team efforts with the Commission's strategic goals, ensuring clarity, focus, and efficiency. This person would anticipate roadblocks, solve issues before they arise, while keeping the business and OIT stakeholders, contractors and management informed and engaged. This person would strive to make every product/system and it's every feature meet user need and timely delivered to the user. Finally, this person will be crucial to OIT/Enterprise Solutions Center (ECS) deliver impactful solutions on time and within budget, creating value and driving continuous improvement. As an IT Project Manager, you will: Identify potential products, conduct product research, generate, and prioritize product requirements, determine product specifications, timetables, market strategies, pricing, release plans and deployment. Perform needs analysis to determine opportunities for new and improved business process solutions, provide ongoing optimization and problem-solving support. Plan and oversee the implementation process of assigned major segments of the productivity improvement program to improve OIT systems and methods. Plan, organize, and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial OIT resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied. Present briefings to senior IT staff regarding routine IT issues, represent OIT at technical conferences and meetings with representatives from other organizational elements within OIT and FMC, other government agencies, or private organizations. Provide consultation and guidance to OIT leadership on policy and planning to obtain cooperation from staff, management, contractors, vendors, and individuals from other federal agencies in performing official duties. Qualifications You must meet the following requirements by the closing date of this announcement: Basic Requirements Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Specialized Experience You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Applying Agile, Scrum, DevOps, and/or lean principles, concepts, methods, standards and practices sufficient to develop procedures and practices that support products and business requirements; Providing technical and operational program guidance and advice to agency and senior leadership, including technical requirements and capabilities, benchmarks, standards, best practices, and training requirements to meet functional objectives, emerging issues, and future needs; Interfacing with various audiences such as IT vendors, contractors, and others in government and industry to enhance the effectiveness and efficiency of IT systems/applications and meet stakeholder requirements. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
