Office of the Secretary Communications Specialist in District of Columbia, District Of Columbia

Summary The position is in the Office of Construction & Facilities Management (CFM) for the Department of Veterans Affairs (VA). Serves as an expert communications specialist in CFM. Will provide full and complete support to all CFM and other key executives on a wide array of communication issues and documents, both internal and external to CFM. Will develop products that will promote and explain CFM functionality and value to VA, as well as enhance the corporate image of the organization. Responsibilities Typical duties include but are not limited to: The Communications Specialist is responsible and accountable for providing support to the Executive Director, Deputy Executive Director and the Executive Assistant to the Director, and other key Executives on a wide array of communication issues and documents. The major duties and responsibilities include, but are not limited to: Develops, implements, and evaluates communicates strategies. Establishes comprehensive internal and external communication plans. Responsible for recurring communication activities such as townhalls, all employee surveys, project communication plans and staffing updates. Develops media and market materials to enhance the awareness of business lines. Edits responds to Congressional officials and media outlets on current and planned activities and services as a subject matter expert. Develops key organizational messages and tool kits for dissemination to internal and external audiences. Designs a variety of written marketing products. Develops Campaigns to disseminate information about CFM's programs. Communicates CFM value to Department official's ant to the nation's veterans. Represents VA, by membership and participation in relevant professional societies, committees, and task forces. Initiates, conducts, and analyzes studies and prepares specialized reports. Works with top staff in developing communication approaches to describe and explain problems encountered by CFM relating to departmental policies, plans, or programs. Develops Feedback mechanisms to ensure information is two way and conducts appropriate research. Prepares, reviews or coordinates speeches, presentations and written and electronic information materials for general and targeted audiences. Develops and disseminates professional, technical, and non-directive information to field facilities regarding communications/public affairs/corporate identity strategies. Promotes and maintains effective working relationships with internal and external representatives. Collects, edits, publishes internal communications, and ensures the presentation meets with stated CFM standards. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience alone, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, implement, and evaluate communication strategies; gather and analyze various forms of data that will impact strategic planning for communication.; Establish comprehensive internal and external communications plans; Oversee development of news articles; Develop organizational statements for the various monthly celebrations/commemorations; Develop media materials to enhance the awareness of business lines for ongoing projects; Develop key organizational messages and tool kits for dissemination to various audiences; Develop methods, assessments, and plans for establishing and advancing the corporate identity; Develop campaigns about CFM's programs; participate in relevant professional committees, and task forces ; analyze studies and prepares specialized reports. Analysis and Problem Solving Communications and Media Stakeholder Management Strategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort maybe required. Selected applicants will be required to complete an online onboarding process. Education There is no educational substitution at this grade level. PLEASE NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
