Description

The City of Detroit is currently accepting applications for a Program Analyst II - Detroit Housing Services - Funding Analyst (ARPA). Under general supervision, the Program Analyst II - Detroit Housing Services - Funding Analyst (ARPA) is an intermediate-level professional located within the City of Detroit Housing and Revitalization Department’s Housing Solutions and Supportive Services (H3S) office.

A Program Analyst II - Funding Analyst primarily services to manage the expense tracking and spend-down of multiple funding sources across H3S. This requires overseeing subrecipient invoicing; checking and revising invoices for accuracy, and advising program staff on spending capacities. The Analyst serves as an advisor to management on the evaluation of the effectiveness of direct services spending program wide, invoicing reconciliation process, tool utilization, and overall process improvement. Program Analysts focus on reviewing, evaluating, and recommending approval of subrecipient reimbursement packets.

Examples of Duties

  • Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.

  • Independently conducts field surveys and carries out routine research in connection with budget, legislative or management studies and/or performs analysis of actual expenditures compared to the budget.

  • Utilize data collection and analysis techniques to evaluate individual programs; submit oral and written reports to management personnel for their consideration and decision-making.

  • Research and investigate new or improved business and management practices for application to agency programs or operations.

  • Review audit and investigative reports to determine appropriate changes or corrective action required.

  • Review, analyze, and evaluate grants/assistance applications, plans, and estimates.

  • Establish and maintain collaborative working relationships with community resource organizations.

  • Prepare resource applications on behalf of residents and tracking application submission.

  • Respond to housing emergencies, perform on-site intake and needs assessment interviews; create client profiles and document case notes.

  • Performs special projects and other duties as assigned.

Minimum Qualifications

Qualifications (required):

  • Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.

  • Minimum of two (2) years’ professional experience involving the systematic review of financial data or two (2) years of experience in customer service and health, human or social services or related field.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Supplemental Information

Appointment term is based on availability of grant funds.

Evaluation Plan

  • Interview: 70%

  • Evaluation of Training, Experience & Personal Qualifications: 30%

  • Total of Interview and Evaluation T.E.P: 100%

    Additional points may be awarded for:

  • Veteran Points: 0 – 15 points

  • Detroit Residency Credit: 15 points

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.

• In the event of disability, other eligibility rules apply);

  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

• Employees are vested after ten (10) years of service, regardless of age.
