Manager, Research Support, School of Social Work

Essential functions (job duties):

Plan, manage, develop, and oversee a full range of sponsored project pre and post award administrative activities in the School of Social Work (SW) including both the Center for Social Work Research (CSWR) and the Center for Behavioral Health and Justice (CBHJ). Assist faculty and staff with monitoring and fulfilling the obligations of both internally and externally funded grants and contracts, to stay within budget, and to ensure compliance of the awards. Serves as the primary technical and administrative resource for pre and post award activities within the School of Social Work.

Plan, develop, oversee, and implement pre and post award project activities within the School of Social Work. Perform needs assessment to evaluate effectiveness of current systems. Assist with formulating policies, procedures, and processes to improve research operations of the unit. Develop and implement related changes or adjustments. Conduct cost benefit analysis and especially pertaining to cost sharing and new faculty set-up funding. Serves in the absence of the Director of Business Affairs. Possess signature authority.

Train professional and administrative staff (e.g., Grant/Contract Administrators, Administrative Assistants, Secretaries and etc.) throughout the school in appropriate methods and procedures pertaining to grant and contract post awards. Make presentations, develop tools and manuals for inclusion on the school research website or SharePoint site as appropriate. Evaluate the effectiveness of the training and make appropriate changes/adjustments. Evaluate staff progress and make recommendations.

Supervise professional staff and administrative that administer grants/contracts within the college's departments/programs/centers/institutes. Provide direction on methods and procedures. Manage and oversee workflow of professional financial staff. Manage and oversee staff who track data use agreements, material transfer agreements, and institutional review board submission and reporting.

Oversee compliance of post award policies and procedures. Assist, monitor, process and review in a timely manner cost sharing submissions, cost share accounts, accounts in suspense, change in labor distribution and redistribution, P.I. effort reporting and close-out documents for sponsored projects. Verify deficits in a timely manner and assist with clearing to an appropriate index. Identify grants in their late stages to ensure that the funds have been efficiently utilized and remain within budget. Take corrective actions if necessary. Perform audits on grants/contracts to ensure administrators are performing adequate account reconciliations and complying with award. Assist in transfers of grants to/from WSU or transition of PI. Oversee asset inventory process for grants.

Provide management reports on grant proposals and funded grants for management decision making purposes. Maintain a school database. Prepare a wide variety of statistical and administrative reports and analysis, summaries, surveys, and questionnaires regarding program activities.

Serve as a resource to faculty and other staff within the college by providing information and guidance on appropriate use of sponsored project funds. Serve as a primary liaison between principal investigators and SPA to identify and resolve problems and answer inquiries regarding university or funding agency guidelines, policies, and procedures. Attend conferences, workshops and informational development seminars and keep abreast of current trends and practices pertaining to post award administration. Serve on school and University-wide committees and meetings. Hold school-wide research infrastructure staff meetings on regular basis with the Associate Dean for Research, Associate Director of the Center for Social Work Research, and Associate Director of the Center for Behavioral Health and Justice.

Qualifications:

Education:Bachelor's degree

Bachelor’s degree in business administration or equivalent combination of experience and education. Master's Degree preferred.

Experience:Specialist (minimum 5 years of job-related experience)

Minimum of 2-3 years of experience related to grant and contract pre and post award activities and oversight, and preferably in a Dean's Office or large research department.

Minimum of 2-3 years of demonstrated experience in training staff in appropriate methods and procedures and preferably at the college level.

KNOWLEDGE, SKILLS, AND ABILITIES

Project Management: Ability to independently manage a variety of projects while ensuring appropriate tracking, quality control, follow-up, and multiple deadlines. Strong time management. Ability to work as a scrum master in an Agile environment preferred (e.g., Kanban, stand ups, WIP limits, conduct retrospectives).

Communication Skills: Ability to communicate clearly, concisely, and professionally, both orally and in writing. Strong presentation and training skills. Experience using restorative practices preferred.

Computer Skills: Proficient in Microsoft Office tools including Teams, Planner, Microsoft Word, Excel, Access, PowerBI and Powerpoint. Extensive knowledge of Cayuse, Banner FMS, COGNOS, InfoReady, WSU Researcher Dashboard. Experience with NSF Research.gov/Fastlane and Grants.gov preferred.

Planning and Organizational Skills: Demonstrated capacity for multi-tasking, flexibility in face of changing priorities, and the ability to work independently as well as part of a team. Prioritize and plan work activities; adapt to changing conditions and develop strategies to achieve organizational goals.

Supervisory skills: Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Demonstrated success in training and developing staff in methods and procedures. Ability to foster teamwork and collaboration among staff members.

Leadership skills: Ability to lead and influence subordinates and peers, make complex decisions, function with integrity, and demonstrate sound judgement. Outstanding strategic thinking skills and problem-solving abilities.

Analytical Skills: Ability to interpret and analyze financial reports or other quantitative reports and compile data, if necessary, in clear and concise format for management decision making.
