Essential functions (job duties):

Job Purpose:

Lead the pre and post award grant and contract administration activity for the college. With the Sponsored Program Administration (SPA) department, represents the college to agencies that provide grant and contract funding. Assess and address the research support needs of the faculty and their staff throughout the entire grant life cycle. Collaborate with other schools, colleges and divisions (SCDs) in WSU, other universities, as well as external organizations. Responsible for financial and budgeting for the college grants and contracts. Assists faculty and staff with monitoring and fulfilling the obligations of both internally and externally funded grants and contracts, to stay within budget, and to ensure compliance of the awards. Serves as the primary technical and administrative resource for pre and post award activities within the college. Possesses signature authority for grants and SPA. Reports to the Associate Dean for Research with additional oversight by the Senior Director, Business Affairs.

Essential Functions:

Plan, manage, develop, oversee and implement pre and post award activities within the School of Medicine. Sets goals, develops strategic plans and implements programs to provide streamlined and effective administrative support for sponsored funding. Performs needs assessment to evaluate effectiveness of current systems. Assist with formulating policies, procedures and processes to improve research operations of the college. Develop and implement related changes or adjustments. Conduct cost/benefit analysis especially pertaining to cost sharing of research projects.

Lead the development and implementation of research tools, resources, processes and policy manuals for the college. Train professional staff (e.g. Grant/Contract Administrators, Administrative Assistants, etc.) throughout the college in appropriate methods and procedures pertaining to grant and contract post awards management. Make presentations and develop tools and manuals to advance staff expertise. Evaluate the effectiveness of the training and make appropriate changes/adjustments. Evaluate staff progress and make recommendations.

Oversee compliance of pre and post award policies and procedures. Assist, monitor, process and review in a timely manner cost sharing submissions, cost share accounts, accounts in suspense, change in labor distribution and redistribution, P.I. effort reporting and close-out documents for sponsored projects and industry related grants and contracts. Perform audits on grants/contracts to ensure administrators are performing adequate account reconciliations and complying with award. Assist in transfers of grants to/from WSU or transition of PI. Oversee asset inventory process for grants.

Provide overall leadership and direction to staff. Set expectations & focus, assign duties, delegate ‎‎responsibilities, evaluate activities, prepare performance ‎appraisals & professional development plans. Provide coaching, mentoring and teaching. Manage the ‎‎administrative process for assigned staff including hiring, ‎promotions, terminations, disciplinary procedures, ‎and salary ‎‎adjustments. Provide ongoing performance feedback, goal setting, and development plans for staff. ‎‎‎Plan for future staffing needs. Provide timely communications to staff.

Provide management reports on grant proposals and funded grants for management decision making purposes. Maintain a college database. Prepare a wide variety of statistical and administrative reports and analysis, summaries, surveys and questionnaires regarding program activities.

Serve as a resource to faculty and other staff within the college by providing information and guidance on appropriate use of sponsored project funds. Serve as a primary liaison between principal investigators and SPA to identify and resolve problems and answer inquiries regarding university or funding agency guidelines, policies and procedures. Attend conferences, workshops and informational development seminars and keep abreast of current trends and practices pertaining to post award administration. Serve on college and University-wide committees and meetings. Hold college-wide grant staff meetings on regular basis.

Perform other related duties as assigned.

Qualifications:

Education: Bachelor's degree

Bachelor’s degree in a related field such as business, accounting, finance. Master’s degree preferred, or an equivalent combination of education and experience.

Experience: Expert (established subject matter expert, 7+ years experience)

Minimum seven years’ of progressive experience and responsibility in research administration required. Demonstration of strong leadership as well as organizational and administrative skills related to research administration in a complex academic research institution is also required. Must have considerable experience and knowledge in grant and contract administration including University information systems, pre-award activity, post-award activity, federal cost principles, research compliance, and knowledge of federal agency practices, regulations and policies.

Demonstrated ability to work effectively with all levels of management in organizations throughout the University. Must be prepared to make oral and written presentations
