Wayne County Airport Authority Director of Procurement in Detroit, Michigan

A Brief Overview The Director of Procurement is responsible for overseeing the procurement of goods and services for professional and technical work, related to the administration and supervision of the Airport Authority's purchasing, contract compliance and special procurement programs.

What you will do

  • Develops and implements procedures that increase the efficiency and effectiveness of the procurement process while maintaining compliance with the Wayne County Airport Authority's (WCAA) Procurement and Contracting Ordinance, state, and federal laws
  • Provides broad oversight of the competitive solicitation processes, p-cards, vouchers, and PO approvals
  • Reviews and builds spend analysis, buyer assignments by department and supply base. Develops and manages category sourcing, contract consolidation, stakeholder engagement and sourcing performance reporting
  • Makes procurement decisions as supported by acceptable purchasing practices and/or legal requirements to ensure the timely fulfillment of requests
  • Serves as the liaison between the Airport Authority and its contractors, either directly or through a designee
  • Reviews and recommends responses to the Purchasing Administrator for complaints and protests from potential contractors regarding purchasing activities
  • Develops periodic management reports to the Airport Authority's Executive staff, including appropriate resolution of procurement related issues
  • Develops, monitors and maintains the Procurement Division's budget
  • Collaborates with other executive management to establish strategic objectives for all levels of operations
  • Reviews process improvements of the department website and implements communication systems to ensure all departments have access to procurement information in a timely manner
