Associate Director, Responsible Conduct of Research

Position Purpose:

Assist the Associate Vice President, Research Integrity, with the operational and regulatory activities associated with the Office of Research Integrity including theanimalprotection programs, stem-cell research oversight, responsible conduct of research, and oversight of compliance with financial conflict of interest disclosure requirements foranimalresearchers and staff. Assist with research misconduct and non-compliance investigations when needed.

Essential Functions:

Work closely with the InstitutionalAnimalCare and Use Committee (IACUC) Chair, Attending Veterinarian and the Associate VP, Research Integrity/Institutional Official forAnimalWelfare to maintain compliance with the requirements for the Association of Assessment and Accreditation for LaboratoryAnimalCare (AAALAC) accreditation and to prepare for the triannual reaccreditation process audits and inspections by regulatory agencies.

Examples include organization of semi-annual inspections, identification and reporting of potential noncompliance issues during the semi-annual inspections and assisting with preparation for AAALAC and any maintenance of accreditation activities in areas related to the Responsible Conduct of Research (RCR) including facilitating USDA annual inspections. Provide Responsible Conduct of Research (RCR) activity reports as needed.

Work closely with the Associate VP, Research Integrity/Institutional Official forAnimalWelfare, the Institutional Animal Care and Use Committee (IACUC) Chair, and the Attending Veterinarian to identify, develop and implement process improvements in theanimalwelfare program that facilitate the efficient operation of the IACUC and the IACUC office and compliance with current regulations and guidelines.

Assist with the development of new policies, guidelines, and standard operating procedures of the InstitutionalAnimalCare and Use Committee (IACUC), Responsible Conduct of Research (RCR), research misconduct policy issues relating toanimalwelfare, financial conflict of interest and conflict of commitment disclosures for IACUC protocols. Assist with the overall direction of RCR and help implement process improvement initiatives for the RCR regulatory areas including working with software vendors to identify and implement regulatory and improvement modifications.

Oversee and supervise administrative staff. Hire, train, direct daily activities, discipline and develop the staff to ensure accurate and timely customer service and regulatory compliance.

Conduct pre-reviews of protocol submissions for completeness of required information as well as adherence to all applicable federal/state regulations and institutional policies and guidelines foranimalresearch.

Conduct the grant congruency review, including meeting JIT requirements. Establish and maintain standards and best practices consistent with NIH and other expectations. Serve as the point-of-contact for external collaborations. Track performance metrics and monitor consistency in review among protocol review team members, and IACUC members, and turnaround times, implementing strategies to modify standards and practices as needed through education, training, and/or corrective action.

Ensure that employees comply with WSU and federal policies, procedures, and conditions of employment. These include HR conditions of employment as well as screening for federal debarment or employment restrictions.

Perform other related duties as assigned.

Minimum Qualifications:

Education: Bachelor’s degree

Bachelor’s degree from an accredited college or university. Degree in scientific discipline or business administration preferred.

Experience: Specialist (minimum 5 years of job-related experience)

Minimum 5 years management experience, preferably related to animal research protections and compliance.

Knowledge, Skills, and Abilities:

Technical Knowledge:Familiarity with the legal aspects of animal research, including processes and requirements for AAALAC and AAHRPP accreditation. Familiarity with federal regulations in all areas of RCR.

Interpersonal Skills: Effective interpersonal and customer service skills. Ability to influence and motivate others. Consultative skills related to process improvement and policy/guideline development and implementation.

Supervisory Skills: Ability to delegate work, set clear direction, manage workflow, mentor, coach staff and train staff. Ability to develop subordinate's skills. Ability to foster teamwork among staff members.

Analytical Skills: Ability to compare, contrast and quality check work with a keen attention to detail. Strong analytical skills including critical thinking, problem solving skills, and generation of budget or other reports.

Technology Skills: Proficient in the use of database management systems, Microsoft Office tools.

Project Management Skills: Ability to prepare and present special projects with little or no supervision/oversight.
