Job Description

Summary:

The Iowa Department of Health and Human Services (HHS) is seeking a full-time employee to coordinate the Food Delivery and Vendor Management activities in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) program (Classification: Program Planner 2).

WIC delivers services through 15 local agency clinics including nutritional need assessment, benefit issuance, and nutrition education counseling for program participants in all 99 counties across the State of Iowa. WIC contracts with approximately 550 grocery and pharmacy retailers for the redemption of WIC benefits. This position coordinates the Food Delivery/Vendor Management of the Iowa WIC Program and ensures the integrity of Iowa WIC vendors throughout the state.

Responsibilities:

This position is required by USDA FNS WIC Program regulations and policy guidance to coordinate activities of WIC vendor management and food delivery system management. We are looking for a candidate with excellent communication skills, an ability to monitor the retail market and our relationships with retailer and manufacturers to identify issues and solutions, and strengths in data analytics, goal setting and goal achievement.

The WIC Food Delivery Coordinator is the primary contact for WIC retail vendors and suppliers. As a member of the state WIC Operations team, this critical position ensures that the State WIC Director, Operations Team Lead, WIC Customer Service Coordinator, and Vendor Nutrition Consultant are immediately aware of issues, and recommends resolutions related to vendor management activities. This position is essential to the tri-annual vendor contract renewal process and assists with updating and distributing policies and procedures related to this program area.

Key tasks that the WIC Food Delivery Coordinator is involved with include maintaining the approved product list for the Iowa WIC Program, analyzing data from various WIC data systems, monitoring issues with product changes including exit from the market and potential shortages, communicating with retailers, state partners, and state staff if product changes affect service delivery, monitors the Food Delivery work of the program for compliance with state and federal regulation.

Experience working with the WIC Program is preferred, but not required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

2) All of the following (a and b):

a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

b. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
