The Iowa Department of Health and Human Services (HHS), Division Behavioral Health is seeking a Program Planner 3 to join our team!
Under the direction of the Bureau Chief Behavioral Health Prevention Treatment and Recovery
Services, this position coordinates recovery housing, permanent supportive housing, transitional
housing and homelessness programs monitoring and development for the statewide supportive
housing initiatives.
Responsibilities:
Recovery Coordinator for Recovery Housing:
-Manages the newly developed Recovery Housing efforts in Iowa.
-Conduct outreach and recruitment to interested providers for inclusion into the provider network.
-Coordinate with communications team as needed for press related to recovery housing.
Prepare required reported for funding entities, other divisions and leadership staff, and project
partners regarding recovery-related services and supports.
-Participate in and contribute to projects as needed, including but not limited to: writing Requests
for Proposals (RFP's), reviewing proposals, attending meetings, preparing reports, writing sections
of federal reports and proposals, writing portions of the Substance Use Prevention, Treatment, and
Recovery Services and /or Community Mental Health Block Grants, responding to requests for
information.
-Conducts on-site and virtual site visits with contractors to review program accomplishments,
contract compliance and record-keeping procedures.
-Provide oversight and guidance for other supportive housing and homeless programs as identified
by leadership, including but not limited too PATH, permanent supportive housing and transitional
housing.
-Conduct contract monitoring for the Recovery Housing accrediting organization, as well as
providers.
-Provide technical assistance and education to providers, system partners, and interested
stakeholders.
-Develop and maintain processes to organize project monitoring activities.
-Develop a strong understanding of data related to recovery services and supports, overdose and
relapse prevention.
-Review, analyze, and interpret data and evaluate outcomes to determine technical assistance to
communities.
-Application with live experience encouraged to apply.
-Assists in the development and implementation of other recovery-related service initiatives,
including but not limited to: Recovery Community Centers; recovery work in the Judicial and
Corrections systems; Recovery Coaching, Recovery Support Services: Naloxone Distribution; and
overdose prevention efforts.
-Develop documents for procurement, contracting, and oversight of recovery-related services
initiatives, including but not limited to : Recovery Community Centers; Recovery Coaching:
Recovery Support Services: Naloxone Distribution

397 Mental Health Experience or education related to providing service, treatment or assessment to those affected by mental health challenges, either in a private setting, group homes, local assistance agencies, or state or privately-run treatment. Application must demonstrate that applicant has received a general orientation to the symptoms and treatment protocols for mental illness or public policies, procedures, or applicable laws related to the topic, or assistance programs for those affected by mental illness. Experience may come from public, private or non-profit organizations.
OR
663 Substance Abuse Programs6 months’ experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes: • Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs. • Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.). • Presentations to professionals, community organizations, youth in school, on chemical dependency. • Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse. • Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming. • Consultation with community organizations or other human service providers to develop prevention programming. • Provide OWI classes to first-time offenders. • Inform the public of the effects of chemical dependency on families.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
