Job DescriptionThe HMDA Compliance Manager within the Fair and Responsible Banking Division is responsible for second line of defense oversight of the HMDA / Reg C compliance program across all business lines to ensure the data collected meets the regulatory requirements for accurate HMDA reporting. This manager will specifically be responsible for overseeing the data integrity testing team, determine appropriate testing methodologies and frequencies and maintain an effective monitoring program.

This position partners with leaders in their assigned Line of Business, Risk/Compliance/Audit (RCA) Consultants, other RCA Managers, and industry subject matter experts to oversee the successful creation, implementation, and maintenance of an effective risk management framework. Successful candidates will have an advanced to expert understanding of mortgage lending operations, key fair and responsible banking risk drivers across the product lifecycle, applicable fair lending laws, regulations, and regulatory trends. This position is expected to facilitate the identification of gaps and drive solutions that minimize issues resulting from inadequate internal processes, systems or human errors. This position will ensure the active identification, response and/or escalation of risks as appropriate and may influence policies and procedures to minimize regulatory exposure.

Essential Functions: Monitor HMDA regulatory and industry updates and best practices to provide subject matter guidance to business lines to drive compliant data collection, reporting, and appropriate operating controls to mitigate risk.

Oversee bank-wide HMDA data accuracy and submission processes of the HMDA data.

Manage and direct the HMDA data integrity team conducting quality control testing to ensure compliance with HMDA regulation and business line procedures.

Establish individual goals and objectives for self and direct reports in alignment with organizational vision and goals.

Participate in or lead moderate to highly complex compliance projects and initiatives to advance the HMDA monitoring program.

Direct preparation and responses for all internal audits and external exams related to HMDA compliance.

Escalate significant control and compliance issues, consulting business lines in the development of appropriate action plans for effective resolutions.

Maintain a strong working knowledge of applicable regulatory compliance laws, regulations, and regulatory guidance.

Basic Qualifications - Bachelor's degree, or equivalent work experience - Ten or more years of experience in an applicable risk management environment - Applicable certifications

Preferred Skills/Experience - Expert knowledge of applicable laws, regulations, financial services, and regulatory trends that impact their assigned line of business - Expert knowledge of the business line's operations, products/services, systems, and associated risks/controls - Advanced knowledge of Risk/Compliance/Audit competencies - Strong leadership and management skills of processes, projects and people - Excellent written and verbal communication skills - Strong analytical, problem-solving and negotiation skills - Proficient computer skills, especially Microsoft Office applications · - Excellent ability to interpret and communicate applicable regulatory guidance and related regulatory examination standards for HMDA/Regulation C with strong knowledge of fair and responsible banking laws and regulations such as TILA/Regulation Z and ECOA/Regulation B. · - Experience in developing and implementing compliance monitoring programs, procedures, and quality control file reviews. · - Proven leadership skills with experience in managing, mentoring, and providing ongoing feedback to staff regarding performance, as well as completing annual performance evaluations and career development planning. · - Ability to build effective cross-functional relationships throughout the organization with respect, transparency and accountability to achieve consensus on regulatory risk issues and appropriate mitigation. · - Ability to initiate, manage, prioritize and complete projects efficiently with a high attention to detail and accuracy. · - Ability to think innovatively to simplify processes and leverage technologies to enhance work efficiencies. - Experience with loan origination system transitions and/or integrations
