Join the Iowa Workforce Development team as anEmployer Liability Specialist - Adjustmentsin our Unemployment Insurance (UI) Tax bureau, located at 1000 E Grand Ave., Des Moines, IA. This is an exciting opportunity to make a significant impact by serving as an Employer Liability Specialist ensuring compliance with the Iowa Employment Security Law, rules, and policies.

Your Role as an Employer Liability Specialist

You'll play a crucial role in reviewing and processing wage adjustments and ensure proper computation of future UI tax rates and that appropriate corrections are made.

Your key responsibilities will include:

  • Audit UI tax reports to ensure compliance.

  • Review and process wage adjustments submitted by employer of staff and initiate assessments of additional tax, interest and/or penalties due to issue credit statement as corrections are made.

  • Communicate with other departmental personnel to correct claim information.

  • Employer accounts must be correctly adjusted to ensure proper computation of future UI tax rates.

  • Properly input wage information so claimants will have correct credit available for benefit payments.

  • Certify employer Iowa tax reporting to the Internal Revenue Services as requested by employer to verify employers federal 940 reporting.

  • Collaborate with employers, accountants, attorneys, legislators, and agency personnel regarding the Iowa Employment Security Law.

  • Respond to questions on taxable wages, tax rates, benefit payments, charges resulting from benefit payments, completing quarterly UI tax forms, submitting adjustments.

  • Participate on committees and assist other departmental personnel in the compliance of other tax related projects as assigned by Tax Management.

  • Review changes of ownership submitted by Field Audit to verify accuracy and compliance with Iowa Code.

  • Complete transfers by adjusted wages and re-computed tax rates.

  • Issue decisions allowing or denying partial transfer of experience by notifying all parties involved in.

  • Determine transfer percentage, if partial transfer is mandatory, as required by Iowa Code and administrative rules.

  • Prepare a brief for Inspections and Appeals, if decision is appealed, and participate in administrative hearing as a department representative.

  • Appear as a representative for Iowa Workforce Development.

  • Maintain a working knowledge of State and Federal Employment Security Law, Bankruptcy Law, and Civil Law regarding employer wages, out of state wages, rate computations, and other issues that are being appealed by the employer.

Preferred Skills and Qualifications:

  • Proficiency in unemployment insurance tax and benefits programs, including legal contracts, financial records, and tax law.

  • Strong understanding of UI Tax and Benefits to communicate to stakeholders.

  • Ability to prioritize work, meet deadlines, and maintain confidentiality.

  • Familiarity with standard office software (MS Office Suite, Adobe PDF) and agency-specific applications.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements

Graduation from a four year accredited college or university supplemented by four semester hours of accounting course work, and one year of financial auditing, tax collection, or related experience;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection, or related experience for one year of required minimum education with a maximum substitution of four years;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection or related experience for four semester hours of the required course work;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months full-time work as an Accountant/Auditor 1.
