POSITION DESCRIPTION

The Talent Pipeline Senior Analyst serves as the subject matter expert on Colorado’s Talent Pipeline and coordinates and aligns critical interagency collaboration, research, maintaining and improving linkages between education and labor data, and strengthening partnerships between education, postsecondary education, and workforce development initiatives for talent development integration. This position will be an employee of the Colorado Department of Higher Education (CDHE), and the Talent Pipeline Senior Analyst’s time will be shared between CDHE and the Colorado Workforce Development Council (CWDC), which is housed at the Colorado Department of Labor & Employment (CDLE).

SUPERVISION EXERCISED

This position does not supervise any employees.

SCOPE OF RESPONSIBILITIES

This intermediate level position is responsible for independently performing specialized duties for the Department of Higher Education, in collaboration with the CWDC. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures, practices and policies of the work unit.

Description of Job

JOB DUTIES

The duties listed below reflect the different types of work that may be performed. The omission of any specific duty will not prevent the assignment of work that is appropriately related to this position.

  • Serve as the State of Colorado’s subject matter expert regarding the state’s talent pipeline data with the ability to respond to inquiries from the Office of the Governor and partner state agencies.

  • Serve as the liaison for the Department for cross agency work, including partnering to integrate the efforts of education, postsecondary education, and workforce development for the talent development system, including alignment of technical assistance efforts to local partners and advocacy for shared goals and initiatives with local and state partners

  • Lead, convene, facilitate, and coordinate the communication and collaboration of the interagency data advisory group and support the continuation of current data linkages, mapping existing data sources and envisioning future data opportunities

  • Independently find, review, analyze, research develop and write the Colorado Talent Pipeline Report; maintain records of data, methods, analysis and conclusions in a manner that is retrievable

  • Independently perform descriptive statistical analysis using state individual-level and national aggregate datasets.

  • Accurately interpret data analysis and findings across multiple higher education and labor market data sources.

  • Utilize multiple data sources, prioritizing Colorado-specific data whenever possible

  • Update the online Colorado Talent Dashboard in conjunction with the release of the Talent Pipeline Report and as needed throughout the year as new, relevant data are available

  • Maintain expertise with regard to the state's education and labor data sources as well as national education and labor sources.

  • Create the annual Talent Pipeline Report per guidelines set forth in CRS 24-46.3-103 and identify and utilize appropriate data sources, convene data advisory group, utilize partners to conduct analysis and present the findings to the data advisory group and other collaboratives for agreement

  • Present findings of annual Talent Pipeline Report through annual webinar and requested presentations

  • Create and publish the annual Return on Investment (ROI) report per guidelines set forth in CRS 23-1-135, identify and utilize appropriate data sources, convene stakeholders, utilize partners to conduct analysis and present the findings

  • Manage projects and initiatives related to education and workforce development

  • Provide data to internal and external partners and stakeholders, which may require combinations of sources, often including labor market information, higher education data, and American Community Survey custom data retrieval

Colorado Workforce Development Council

  • Serve as the data expert for CWDC staff and provide data to CWDC staff as needed for CWDC work and initiatives

  • Collaborate on projects and actively participate in regular CWDC staff meetings accordingly

  • Support the measurement and analysis of initiatives when applicable (e.g., sector partnerships, career pathways)

  • Represent the CWDC at meetings/conferences as needed and appropriate

Actively participate in the Workforce Intelligence Data Experts (WIDE) Group

QUALIFICATIONS

Education and Experience

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Master’s degree from an accredited university or college in statistics, educational research, economics, public administration, or a related field

Substitution: Six (6) years of experience in a related field can replace the education requirement of a master’s degree

Experience:

  • Two (2) plus years of experience in education or labor market research or public policy evaluation

  • Experience with data visualization, for example, Tableau

  • Experience with large scale databases

  • Quantitative data analysis and scenario modeling experience, including experience working with Stata or a similar statistical modeling software

  • Experience writing data or policy reports for a lay person audience

Knowledge of:

  • Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams)

  • State statutes, rules and regulations, policies, procedures, and guidelines

  • Current research methodologies and statistical techniques

  • Applicable statistical or research experience, competency with SPSS, SAS and other statistical software

  • Dataset limitations, linkages and uses, and how to access subject matter experts to utilize the data for talent development needs across agencies and partners

Ability to:

  • Utilize subject matter expertise regarding the state’s education and labor data sources

  • Work effectively in both independent and team situations

  • Think critically and apply reasoning and analysis

  • Take the initiative to solve problems in an innovative manner

  • Write technical reports and convey complex information for a variety of audiences

  • Present information in person and virtually to large and small audiences

  • Communicate effectively, both written and verbally

  • Employ attention to technical detail and accuracy

  • Apply time management skills to prioritize work

  • Establish and maintain relationships with internal and external stakeholders

  • Read and interpret new and existing statutes to identify the impact of proposed legislation on the department

  • Gather, receive, and synthesize feedback from multiple stakeholders, responding to the feedback and recommending path forward

  • Analyze data and draw accurate insights and conclusions

  • Synthesize data in ways that consider needs of students/job seekers/workers as well as the needs of businesses

  • Respond in a professional manner to requests for information as a subject matter expert

TYPICAL WORKING CONDITIONS

  • The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.

  • Job duties may occasionally require working extended hours or hours outside of the regular schedule.
