Department Information

The mission of the Department of Higher Education (CDHE) is to improve the quality of, ensure the affordability of, and promote access to, postsecondary education for the people of Colorado. In pursuing its mission, the Colorado Department of Higher Education will act as an advocated for the students and institutions of postsecondary education and will coordinate and as needed, regulate the activities of the state’s postsecondary education institutions.

Th e Director of Da t a Collection works in the Data, Research and Policy (DRP) team to oversee and direct student-level and aggregate institutional data collection processes, including managing the Student Unit Record Data System (SURDS) data collections, manages technology-based solutions to the Department in the form of data collection processes, serves as the state of Colorado’s IPEDS Coordinator overseeing submissions for all Title IV institutions in the state, and provides project management and data preparation for research and policy.

SUPERVISION EXERCISED

This position supervises one (1) employee: one (1) the Data Integration Manager.

Description of Job

SCOPE OF RESPONSIBILITIES

This is a management position responsible for planning, directing, and managing the staff, operations, and activities of data collection in the Data, Research & Policy Office . Positions at this level are responsible for performing complex, specialized, and diverse work involving significant accountability , project management and decision-making responsibilities, which include department budget administration, program evaluation, and recommendation and implementation of equipment, software, policies, procedures and standards related to data collection. The duties of the work require the use of considerable independence, initiative, and discretion within broad guidelines.

JOB DUTIES

The duties listed below reflect the different types of work that may be performed. The omission of any specific duty will not prevent the assignment of work that is appropriately related to this position.

Staff and Project Management

  • Direct the development and modification of Department data collections, responding to the needs and goals of the state

  • Direct the development and publication of data collection documentation, including timelines, processes, and data definition s

  • Manage and direct federal IPEDS data reporting for the state of Colorado

  • Manage and deliver data as requested by the Data, Research and Policy team and other Department D ivisions; this may include handling data requests from other state agencies, research partners and outside entities

  • Extract and prepare data for publication in legislatively mandated reports

    Public Relations

  • Represent the Department in presenting summaries of SURDS, data sharing and data availability

  • Lead and facilitate the Department’s Data Advisory Group (DAG)

  • Facilitate and develop working relationships with higher education i nstitutional r esearch staff

    Development

  • Develop and maintain data collection and file processing, including for applications such as SURDS

  • Develop, maintain , update all required stored procedures for submitted SURDS files and SURDS data submissions

  • Design and maintain procedures and functions in SQL Server

  • Develop and maintain IPEDS reporting for public institutions and select privates and provide guidance, planning, oversight and/or technical support for IPEDS reporting

  • Develop and maintain processes for data used in the state performance funding model

    Student Unit Record Data System (SURDS)

  • Lead contact for all SURDS website data submission questions, comments, requests, and overrides

  • Coordinate with institutions on SURDS file submissions and data conversions

  • Coordinate and manage SURDS documentation in coordination with DAG

  • Lead discussions regarding field definition changes and modifications and new data collection fields and files

  • Maintain, update, and create all SQL code related to IPEDS submission

QUALIFICATIONS

Education and Experience

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying . A typical way to obtain the knowledge and abilities would be:

Education:

Bachelor’s degree from an accredited university or college in information technology, computer science, data security or related field

Substitution: Four (4) years of experience in a related field can replace the education requirement of a bachelor’s degree

Experience:

  • Five (5) plus years of experience working in the information technology field as a SQL developer, database analyst, database administrator, or combination

  • Seven (7) plus years of experience facilitating secure data collection of student-level or equivalent data

  • D evelopment experience with and functional knowledge of SQL Server 2019 or higher including table design, stored procedures, functions, and TSQL

  • Data management experience, such as collecting, transforming, and transporting large datasets between systems while maintaining data security

  • Experience with Business Intelligence or Analytics software

  • Experience reporting data to the Federal Integrated Postsecondary Education Data System (IPEDS)

  • Experience with Colorado higher education data and/or data systems and familiarity with the Colorado higher education data landscape

  • Experience working with Institutional Research staff at higher education institutions

    Education:

    Master’s degree from an accredited university or college in a related field

    Knowledge of:

  • Advanced office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams)

  • State statutes, rules and regulations, policies, procedures, and guidelines

  • Cybersecurity and d atabase encryption

  • Privacy rules and legislation , such as Family Educational Rights and Privacy Act ( FERPA )

  • National h igher e ducation databases

    Ability to:

  • Lead new initiatives

  • Work in an environment with a degree of ambiguity

    TYPICAL WORKING CONDITIONS

  • The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid , or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.

  • Job duties may occasionally require working extended hours or hours outside of the regular schedule.
