Description of Job

Please Note: This position has hybrid work arrangements, employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

About this Unit:

This unit is responsible for the accurate and timely collection and reporting of hours worked and leave taken by Department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, and State Personnel Rules. It is also responsible for accurate and timely payment and reporting of employee wages, benefits, and deductions in accordance with generally accepted accounting principles, federal, state, and Department rules and regulations. This unit serves over 5,000 employees in five agencies (IHA, Wheat Ridge, Grand Junction and Pueblo Regional Centers, Colorado Mental Health Institutes at Ft. Logan and Pueblo, Division of Youth Corrections, and Rifle, Home Lake, Florence & Fitzsimons Nursing Homes) providing payroll and timekeeping, allocation, and benefits functions for the entire Department.

About this Position:

The Payroll Data Management III oversees and completes all work related to review, analysis and application of processes and procedures related to Kronos Administration system set up and maintenance. This position will complete all reporting and audit documentation related to system settings and maintenance policies, applications, and reporting. This position will assess requested changes for access and assignments for duties requirements by role and authority. This position will work directly with the department management on access controls, audit, and reporting methods for all department staff. This position will work with department staff on all audit requirements for documentation and explanation on items associated with access controls and review processes. This position is responsible for reviewing all changes on policies and rules to assess necessary program and process changes along with planning implementation of changes with department management.

Summary of Job Duties:

WFD (Kronos Workforce Dimensions) System Administration: This position completes system changes and maintenance within the WFD system. This position specifically manages and maintains items such as CDHS activities module set up and individual access, set up and application of geo fencing, application of function access profiles and customer service assistance and education/information on these areas of responsibility. The system updates and maintenance require this position to perform as a back up to others within this Kronos System unit.

  • This position researches, updates, and requests changes and analyzes the impacts.

  • Position collaborates with management to make decisions on actions to taken.

  • Ensures supporting documentation complies with agency procedures and audit standards and includes appropriate approvals.

  • Prepares weekly and monthly reports on the WFD systems and detailed data analysis of all respective fields.

Manage WFD OIT Ticketing Process: Manage CDHS WFD tickets assigned in the OIT ticketing system. Functions in an OIT role within the OIT Ticketing system to access and address all assigned tickets within the required time frames for the assigned priority level.

  • Research identified issues based on the system abilities and set up. Determine level of approval required, actions to be taken and establish timing of changes to be implemented. Communitate to end-users/customers results researched and changes implemented.

  • Utilizes various HRIS, Perceptive, CPPS/HRDW, LDC/CORE and general accounting reports to reconcile assignments and true up administrative settings within the WFD application.

  • Communicate determinations, assessments, actions, and allowances to all levels of CDHS Staff as the agency SME of WFD.

  • Educate staff making requests related to data, access and system setups about the policy/rules, compliance, processes, allowances, and requirements.

    Policy & Compliance Oversight of WFD: This position function as the CDHS SME for the assigned areas for policy, implementation and audit/compliance. Develops, establishes, modifies, and implements procedures to maintain compliance related to assignments and settings applied within WFD. The functionality of the system and the ability to perform all necessary actions related to staffing, time reporting, leave processing and employee pay actions depend heavily on this action. This position conducts assessments and provides weekly updates regarding settings, compliance, and business structures of the Kronos WFD system to the organizational set up and its changes.

  • Determines compliance/noncompliance of payroll/timekeeping practices and policies specific to assigned system allowances, controls and access related to the role and abilities of the time assistant.

  • Analyzes data and formulates needed process changes within WFD application, based on federal, state and department laws, rules, policies, and procedures.

  • Identifies and resolves management issues to improve related access and system setup issues including listings, delegations, and assignments.

  • Analyzes problem areas and device resolutions that assure the integrity of the resulting system settings and reporting information.

  • Performs root/cause analysis when errors are discovered and implements procedures to prevent future occurrences.

  • Acts as the final review/approval level for issuing WFD assignments and access while reviewing for accuracy and compliance the appropriateness of assignments.

  • Reviews, analyzes, and certifies each control report and access reporting for compliance settings.

  • Is the Kronos Administration liaison with agency units and directors.

  • Other duties as assigned

MINIMUM QUALIFICATIONS:

Option 1 - Experience:

  • Six (6) years of relevant experience in an occupation related to the work assigned to this position

OR

Option 2 - Experience & Education:

  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Preferred Qualifications:

  • Attention to detail

  • Proficiency in Microsoft Excel (advanced formulas, pivot tables, Power Query).

  • Knowledge of Google Sheets for collaborative data management and analysis.

  • Excellent communication

  • Ability to work successfully in a team as well as independently

  • Ability to learn from Documented SOP and video

  • Expertise in handling data discrepancies, cleaning, transforming, and structuring data for analysis.

  • Strong problem-solving skills to identify and resolve data discrepancies.

  • Familiarity with creating data reconciliation processes to ensure data accuracy across multiple platforms.

  • Strong attention to detail and analytical thinking.

  • Ability to troubleshoot origination cause of processing issues and data errors

  • Relevant years of State of Colorado service
