Position Summary

The Budget Support and Data Systems unit within the Colorado Department of Local Affairs (DOLA) provides the full range of budget and purchasing transactions, management of the Data Systems, and is part of the Operations Office.

The Budget Analyst will serve as the team lead for the Program Assistant I positions in the unit and will provide technical assistance and guidance to the team as they perform the budget functions.

The Budget Analyst interprets federal and state statutes, policies, regulations and guidelines necessary for the administration of federal state and cash funds. The Budget Analyst is the primary point person for ensuring that funds are set up and coded appropriately in terms of budgets, obligations and draws.

Job Duties

Specific duties include but are not limited to:

Financial Oversight

  • Establish coding and set up for US Treasury's reporting and accounting systems including all project and activity budgets and obligations.

  • Maintain historical record and reconciliation of system drawdowns and expenditures.

  • Liaise with US Treasury or State Controller's Office regarding any system issues.

  • Establish and maintain accounting subsystems including pay request detail logs for external agencies, accounts payable tracking for DOH and DOH contractors, and contract closeout and deobligation tracking.

  • Liaise with DOLA accounting and accounting departments from partner agencies as needed to resolve appropriation, budget, and/or payment issues including deadlines, availability of funds, consistent and appropriate coding, and allowability of expenses in accordance with state fiscal rules, federal guidance, GAAP, GASB, etc.

  • Manage administrative billing for housing recovery concerning budget, staff resources, data/technology support, and procurement/contract support.

  • Create, analyze, modify and track budgets to include Federal, Cash and General funding for the Housing Recovery Office.

  • Create, analyze, modify and track staffing plan as needed to stay within budget. Create and manage Personnel Action Request (PAR) forms and allocate funding for all personnel within the Housing Recovery Office.

  • Review timesheets to determine correct Cert code applications prior to director payroll approval.

  • Advise appointing authority of status of funds and make strategic recommendations for changes as necessary.

  • Respond to inquiries for financial and grant information from the Joint Budget Committee (JBC), Office of State Planning and Budget (OSPB), Colorado's COVID Recovery Office, executive director's office, federal agencies and auditors; coordinate responses to individuals outside the agency with the director, the Appointing Authority, DOH Budget Manager and Department of Local Affairs (DOLA) budget officer to ensure consistent and accurate responses to fiscal notes.

  • Allocate and assign office space for staff, supplies, and storage of archived files.

Division Compliance

  • Develop and maintain budget and contracting policies and procedures for the Housing Recovery Office and associated external programs. These policies must be consistent with DOLA, State and Federal requirements and include detailed instructions on handling advance payments, program income and return of grant funds.

  • Ensure policies and procedures are followed by subgrantees and provide training as needed to partner agencies.

  • Ensure that sections are in compliance with payable and receivable accruals, state fiscal rules, federal regulations and DOLA's administrative policies in the areas of financial reporting and management.

  • Analyze, verify and approve administrative and program staff activities related to payment processing, purchasing, and official functions.

  • Review W-9 information in CORE and input recipient accounting information into Neighborly as needed.

  • Confirm and verify budget amounts in multiple databases and cross reference against CORE.

Perform all other duties as assigned.

Revenue Tracking and Reporting

  • Maintain and oversee contract and payment records.

  • Utilize knowledge of accounting procedures to establish efficient and consistent record keeping in compliance with State and Federal requirements and in accordance with DOLA standard operating procedures.

  • Monitor revenues, expenses and available funds for multiple programs .

  • Prepare required reports and track spending authority for numerous grant programs.

  • Prepare and provide monthly and quarterly financial reports for various programs.

  • Track and manage administrative funds, as well as grantee, and discretionary funding.

  • Prepare federal financial reports for annual reports.

  • Stay updated on changes in program requirements. Respond as necessary.

  • Perform all other duties as assigned.

Contract and Payment Processing

  • Management of all Budgets and the generation of required reports .

  • Set up, collect backup documentation and maintain standard requisitions and purchase authorization requests as needed prior to contract routing.

  • Ensure routing for all appropriate signatures, track encumbrances in CORE and other DBs, set up US Treasury activities for new contracts, and log contract routing in the department contract tracking system as needed.

  • Solicit, receive and process requests for payments.

  • Prepare accounts payable/receivable documentation and drawdown requests in accordance with procedures.

  • Ensure that no outstanding encumbrance changes are in the CORE accounting system prior to pay request submission.

  • Advise on allowable activity within the Federal and State program from a financial perspective by researching, reviewing, analyzing, and summarizing budgeting/ accounting activities in accordance with state fiscal rules and federal guidance.

Experience Only:

(6) Six years of professional experience in one, or a combination, of the following areas:

  • budget management in a government or a nonprofit entity that works with any level of government;

  • federal, state, or local grant management and/or reporting;

  • budget analyst or specialist in government.

    Education and Experience:

    OR

    Bachelor’s degree from an accredited institution in business administration, public administration, finance, or closely related field as determined by the department.

    AND

    (2) Two years of professional experience in one, or a combination, of the following areas:

  • budget management in a government or a nonprofit entity that works with any level of government;

  • federal, state, or local grant management and/or reporting;

  • budget analyst or specialist in government.

    OR

    Master's degree from an accredited institution in business administration, public administration, finance, or closely related field as determined by the department.

    AND

    (1) One year of professional experience in one, or a combination, of the following areas:

  • budget management in a government or a nonprofit entity that works with any level of government;

  • federal, state, or local grant management and/or reporting;

  • budget analyst or specialist in government.

    OR

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute

for the degree requirement and two (2) years of the required experience.
