This position will have the opportunity to participate in a fully remote schedule; however, may be requested to come into the office for business reasons, upon request by the hiring manager. Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Early Learning Licensing and Administration (DELLA) is the State’s lead agency in planning and implementing public child care policy. In addition, the Division is responsible for the licensing and monitoring of child care facilities. DELLA ensures the health and safety of children in less-than-24-hour licensed (or license-exempt) early care and education environments by promulgating regulations for child care that ensure minimum standards for the health and safety of facilities. The Division accomplishes this through the annual inspection and monitoring of child care facilities, consultation and coaching for early care and learning professionals, and collaborating with early care and learning providers, child care associations, Early Childhood Councils, local governments, and county agencies, advocates, and other important stakeholders.

Description of Job

This position exists to have direct, formal supervision of Compliance Specialist, support staff, temporary staff, and functionally supervise contracted agencies to ensure compliance with Colorado laws and regulations. This position is integral to the overall supervision of the unit and performs other administrative duties and special projects as assigned. Inspects facilities, supervises the inspection of facilities, is authorized to approve the issuance of the license for all types of child care licenses under the Division of Early Learning Licensing and Administration, requiring compliance with the laws and regulations covering child care facilities, investigates complaints concerning licensed and unlicensed child care providers, performs Stage II investigations, and documents facts on licensees for possible adverse legal action in order to assure the safety of children in out of home settings.

Responsibilities in this position include but are not limited to:

  • P lan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

  • Serves as primary contact for the child care licensing rule promulgation in the State of Colorado.

  • Establish work schedules, review and approve worktime and absences.

  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.

  • Balance prioritization of assigned tasks from the Management team.

  • Decides if licensing staff are working in compliance with, applicable with Standard Operating Procedures and following instructions in the Salesforce manuals.

  • Makes decisions on whether Compliance Specialists III have appropriately identified which of the eight separate rule sets to apply to programs, based on the programs operation, policies and ages of children served.

  • Reviews adverse action packet submitted by the licensing specialist and determines whether or not to approve the specialists’ recommendation for the suspension, revocation, or issuance of probationary license when substantial evidence of endangerment to children’s health, safety, and welfare is determined based on Colorado statutes. Enter required daily inspection information into Salesforce. Enter information in CCCLS as needed.

  • Recommends action to the Licensing Compliance Program Manager stipulations for settlement agreements and probationary licenses.

  • Provides direction, interpretation, and consultation to those in business of providing child care services in all aspects of the laws and regulations, and the licensing process.

  • Disseminates information through formal presentation, correspondence, and direct communication.

  • Acts a Liaison for the Department, Specialist and the Attorney representing the case.

  • Provides technical expertise to various boards and review panels, local government zoning boards, community stakeholder activities, legislative activities, Child Care Associations, Child Care Resource and Referral Agencies, Early Childhood Councils and other agency boards.

  • Completes special projects associated with licensing and quality initiatives on behalf of the Division of Early Learning Licensing and Administration

  • Works with the CORA team to comply with requested documents in a timely manner and coordinates necessary individuals from the DELLA team to ensure the CORA request can be fulfilled.

  • Works closely with County Departments of Humans Services and law enforcement agencies to determine when allegations of abuse and neglect rise to criminal charges or county findings and make decisions on appropriate legal actions.

  • Reviews and evaluates applications and supporting documents, including but not limited to legal documents criminal records, child abuse and neglect records, as well as health, fire, building, and zoning department reports.

  • Conducts inspections and interviews relevant parties to evaluate each facility’s programs through the analysis of documents such as policies and procedures, behavior management and discipline, staff qualifications, medical administration, floor plans and plans for educational, community, and recreational activities.

  • Performs other duties as assigned.

Experience & Education

Bachelor's degree from an accredited institution in a field of Human Services, Psychology, Sociology, Social Services, Early Childhood Education, or a closely related field.

AND.

Four(4) years of professional experience in providing child care licensing services, evaluation of child care facilities, investigations and casework practices, and managing compliance with regulatory and statutory requirements. Experiencemusthave included two years of full-time professional experience supervising professional staff.(Youmustclearly and concisely document within the duties of each position held and noted in your application to what level and extent your professional work experience satisfies the minimum qualifications for this position.)

Experience Only

Eight(8) years of professional experience in providing child care licensing services, evaluation of child care facilities, investigations and casework practices, and managing compliance with regulatory and statutory requirements. Experiencemusthave included two years of full-time professional experience supervising professional staff.(Youmustclearly and concisely document within the duties of each position held and noted in your application to what level and extent your professional work experience satisfies the minimum qualifications for this position.)

  • Prior state experience related to the duties of this position

  • Demonstrated knowledge of the Child Care Licensing Act, child care licensing system rules and regulations, policies and practices, and child care licensing best practice standards

  • Demonstrated experience researching, analyzing, and interpreting the law (State and Federal), constitutions, statutes, rules, applicable case law, the rules of Civil Procedure, the Rules of Evidence, and policy to advise management in developing sound legal strategies

  • Ability to effectively engage people, organizations and partners in developing goals

    Essential Competencies:

  • Experience with the rules and regulation promulgation process

  • Experience with facilitating stakeholder meetings and stakeholder engagement

  • Ability to gather requested documents for a CORA request and ensure they are timely provided to the team

  • Ability to effectively transmit ideas, instructions and information through clear and concise written and verbal communication methods

  • Demonstrated experience in adverse licensing for child care facilities

    CONDITIONS OF EMPLOYMENT

  • Travel as needed to cover caseloads and support child care licensing staff; while a driver's license is not required, the candidate must be able to travel and have reliable transportation
