** The position applies expert-level knowledge of program regulations and policies to maintain adherence to all

funder and licensing requirements for programming within the Residential, Youth and Employment Services

Department. Job duties include conducting regularly scheduled and random compliance monitoring of the

program site, student and staff files, health and safety logs, emergency procedures, billing compliance of funding

sources, as well as regularly reviewing and analyzing program data. To carry out these duties, it is expected that

this position will obtain and maintain expertise in the application of early childhood education programming, Head

Start rules and regulations, licensing regulations, employment services best practices, and other best practices.

Ensures that the program meets or exceeds program objectives, oversees the provision of high-quality services for

program participants, and further ensures on-going compliance with funder requirements and agency policy and

procedure. Position requires interaction with team members, program participants, and community stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Through regular, unannounced site visits, and file audits, ensures the site and program are compliant with

licensing rules and Head Start Standards. Ensures compliance with programmatic regulations and best

practice standards.

· Determines training and technical needs of program staff, coordinates training, serves as a resource for

analyzing and solving problems related to programs. Works to stay abreast of current issues and theories

within the relevant fields for programs that the QA Analyst works with. This may include homelessness,

children, families, and employment/vocational services.

· Provides data regarding deficiencies identified to leadership.

· Compiles, analyzes, and communicates program data and outcomes on a regular basis to inform program

development, management, and compliance. May support in data entry for programming as needed.

· Attends orientations, trainings, education programs, staff meetings, community meetings, conferences

and workshops to meet the needs of the position.

· Performs duties in a professional manner, maintains the confidentially of all information and participates

effectively within and across teams.

· Support team members as needed by delivering trainings that improve data collection efficiency and data

quality.

· Provides technical assistance and consultation in appropriate areas.

· Participates in conducting the quality assurance of the program’s effectiveness including process and

outcome measures and standards of practice.

· Prepares Annual, Semi-Annual, Quarterly, monthly reports for grants, and program reports to determine

the effectiveness of all various sections of programming. Responsible for the on-going monitoring of

service provision, including oversight of all operational program components from outreach to program

exit.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:Working conditions are generally inside the building. Frequent sitting, standing, walking, and bending. Occasional lifting or pushing, up to 50 lbs. May require working in a classroom environment. Occasional work outside, on a playground, or community events. Office noise level is low, classroom and gym noise levels can be loud. Must be willing to use personal vehicle for service provision.

POSITION TYPE AND EXPECTED HOURS OF WORKFull time Monday through Friday. Some evenings and weekends are required.

LOCATIONPosition located at 2660 Larimer St. Travel between VOAC sites throughout the Denver metro area is required on a regular basis.

Requirements

COMPETENCIES

MINIMUM QUALIFICATIONS OF POSITION

· Demonstrated competency in compiling, auditing, and interpreting data.

· Knowledge of state and federal standards, regulations, and requirements for early childhood centers.

· Complete program credentialing process, to include criminal and civil background checks within 30 days of hire

· Willing to obtain first aid, automated external defibrillator, and cardiopulmonary resuscitation certifications.

· Colorado driver’s license and state-mandated automobile insurance

PREFERRED QUALIFICATIONS OF POSITION

· Bachelor's degree in early childhood education, Special Education, or Human Services.

· Two years’ experience in developing and evaluating programs, quality assurance, coaching staff, developing effective teams, setting and achieving strategic objectives.

· Large Center Director Certification

· Bilingual English and Spanish.

· Experience with Head Start Programing.

· Knowledge of Child Plus software.

· Previous management experience.

KNOWLEDGE AND SKILLS

· Knowledge of how children, adults, and elderly learn.

· Ability to facilitate large group trainings to adults

· Knowledge of state and federal standards, regulations, and requirements for Head Start early childhood education centers.

· Strong written, oral, and interpersonal communication skills.

·High level of competency working with Microsoft Office suite and cloud-based applications.

· Strong time-management and prioritization skills.

· Experience working both independently and, in a team-oriented, collaborative environment.

· Strong interpersonal and organizational skills.
