Office of the Lieutenant Governor

Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration’s priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, the Colorado Disability Funding Committee and Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.

Department:

The Office of Saving People Money on Health Care (OSPMHC) plays a key rolei n the Polis - Primavera Administration's efforts to improve health care affordability for Coloradans. Under the leadership of Lt. Governor Dianne Primavera, the Office works to reduce hospital and prescription drug costs, improve system transparency, and ensure access to affordable health insurance. By identifying and addressing the root causes of the challenging costs of health care, the Office is focused on ensuring every Coloradan can access the care they need, when and where they need it. As the host of the Governor's Health Cabinet Working Group, the Office also coordinates across the many state agencies that impact health care issues to save people money on health care. Description of Job

Position Title: Office of Saving People Money on Health Care (OSPMHC) Policy Analyst & Coordinator

Hiring Salary Range: $57,250 - $66,950

FLSA Classification: Exempt

Expected Annual Travel: Minimal

Summary of Functions: The Policy Analyst & Coordinator supports the Office of Saving People Money on Health Care, which is housed in the Office of the Lt. Governor Dianne Primavera, with policy, logistics, and operations responsibilities.

Position Description:

The Policy Analyst & Coordinator will:

  • Support the OSPMHC on health policy issues (40%);

  • Lead OSPMHC logistics and operations (25%);

  • Support the Lt. Governor’s Office on health care-related community engagement operations, staffing, and logistics (25%); and

  • Manage the Governor’s Core 5 Health Cabinet Working Group meetings (10%).

    The Policy Analyst & Coordinator will report to the Health Policy Advisor, who reports to the Senior Policy Advisor/Deputy Director of the OSPMHC. For certain work assignments, the Policy Analyst & Coordinator may work closely with other members of the Lt. Governor’s Office, the Governor’s Office, and/or state agencies.

    Essential Duties and Responsibilities:

  • Draft policy briefs and memos in collaboration with policy staff.

  • Conduct research on health-related legislation, budget issues, and public policy.

  • Monitor health-related legislative and budget issues.

  • Lead OSPMHC team logistics, including scheduling and attending meetings, drafting memos, taking notes, and tracking follow up items.

  • Staff the Lt. Governor in health care related meetings and community engagement events, including writing briefing materials and tracking follow up items.

  • Support the Lt. Governor’s Office with other duties as assigned on health care engagements.

  • Assist with management of the Governor / Lt. Governor’s Health Cabinet meetings. This includes collaborating with state agencies, OSPMHC staff, the Lt. Governor’s Office, and the Governor’s Operations team and developing meeting materials, creating agendas and power point slides, taking notes, tracking follow ups organizing speakers, preparing briefing materials and staffing the Lt. Governor .

Required Qualifications:

  • Self-motivation to follow-up on projects, information, and issues until resolved.

  • Strong meeting skills, including ability to facilitate agendas, create meeting slideshows, take notes, and track follow up tasks.

  • Strong written communication skills and ability to create written research documents, memos, briefing materials, and reports.

  • Strong interpersonal skills, including the ability to navigate work with diverse partners and many teams collaboratively, flexibly, and in an organized manner.

    Required Education and Experience:

    Five years of relevant experience demonstrating required qualifications for this role. Appropriate education will substitute for the preferred experience on a year-for-year basis.

    Preferred Qualifications:

    Note that the above are minimum qualifications. Additionally, we value:

  • Exposure to topics including health policy, health equity, and/or saving people money on health care.

  • Ability to manage coalitions surrounding legislative issues.

  • Demonstrated understanding of government structures.

  • Demonstrated ability to support elected officials in public forums, including active listening, logistics planning, and a high degree of professionalism.

    Conditions of Employment:
