The Office of International Affairs (OIA) develops and advances initiatives that support the University of Colorado Denver's vision as a leading public university with a global reputation for excellence in learning, research, and creativity, community engagement, and clinical care. OIA partners with the university's schools/colleges and with other university offices to align international student recruitment efforts and services, support academic programs, foster global educational partnerships, facilitate research collaborations and create global learning opportunities.

International Student and Scholar Services (ISSS) provides expert immigration advice to international students, scholars, hiring units, and the faculty and staff who educate and support them. ISSS is responsible for ensuring compliance with complex immigration rules and regulations when foreign nationals come to the University of Colorado Denver | Anschutz Medical Campus to study, teach, conduct research, or engage in other academic pursuits.

The International Services Manager plays a key role on the ISSS team and is responsible for training, mentoring, and supervising three International Services Specialists to support international students and exchange visitors in compliance with federal regulations. The position identifies administrative issues and opportunities at the unit level; assists with the design and implementation of solutions; and oversees operational infrastructure and innovation. The position represents International Student and Scholar Services in stakeholder meetings, systems integrations, compliance, processes and procedures, and communications strategy with colleagues in the Office of International Affairs, the University of Colorado Denver | Anschutz Medical Campus, CU Systems Office, and ISSS colleagues across the University of Colorado. This position is integral to the overall mission of providing advising and immigration services to international students and scholars.

This position reports to the Director of International Student & Scholar Services.

International Services Manager

Supervision, Training, and Mentoring (40% of Time):

  • Supervises exempt professional staff and will be responsible for hiring, setting performance objectives, and managing performance.

  • Hires, trains, supervises, and mentors the Graduate Student Assistant(s) and Administrative Student Assistant(s).

  • Trains and mentors ISSS staff, focusing on student related issues. Responds to questions regarding procedural issues, guides conversations about procedural updates and improvements, reviews applications and SEVP data fix requests prior to submission, provides/coordinates training on new systems and procedures, and designs and delivers comprehensive trainings on advanced topics to cross-train staff and ensure consistency regarding interpretation and application of immigration regulations.

  • Promotes a respectful, diverse, equitable and inclusive work environment.

Communication and Outreach (20% of Time):

  • Develops and maintains ISSS strategic communication plan and annual calendar for international students and stakeholders in collaboration with other campus stakeholders, to include International Admissions, International Transitions & Engagement, academic units, and student services.

  • Oversees the development and design of reports for dissemination and ensures accessibility to stakeholders. Ensures data is interpretable, accurate and consistent with official university data sources such as the Office of Institutional Research and Effectiveness (OIRE).

  • Oversees systems-based communications (Slate, Sunapsis, MarComm) with the goals of optimizing pre-arrival communications, timely informing international students regarding status maintenance, employment, and other topics of interest while they are here, and ensuring ongoing engagement after departure.

  • Collaborates with colleagues in OIA and across campus to facilitate webinars and other on-line delivery of training, updates, and immigration-focused programming.

  • Creates and delivers training for multiple audiences on new systems, procedures, and policies.

  • Represents ISSS at various OIA and campus-wide forums.

Regulatory Compliance (20% of Time):

  • Serves as Primary Designated School Official authorized by the Department of Homeland

  • Security and manages all program updates and F program recertification.

  • In collaboration with ISSS team members, troubleshoots international student-related documentation and records, reviews extracted data from CU-SIS (PeopleSoft) and HCM, and works with partners across the CU System and CU Denver | Anschutz campuses to reconcile inconsistencies.

  • Serves as backup to ensure daily submissions to SEVIS using batch processing and the appropriate management of all reporting to the U.S. Department of Homeland Security's Student and Exchange Visitor Information System (SEVIS) for the university's F and J visa programs.

  • When necessary, assists with managing the flow of information between internal and external databases (SEVIS, Sunapsis, CU-SIS, HCM) and monitoring data changes to ensure compliance with federal regulations.

  • Oversees internal audits of student records.

  • Takes the lead on updating ISSS policies and procedures in response to regulatory changes, especially where the procedural change requires revisions to ISSS systems.

Operational Infrastructure and Innovation (15% of Time):

  • Leads, develops, and implements operational improvements to increase efficiency using up-to-date technology.

  • Works closely with the CU System Office of Information Technology and CU Denver | Anschutz University Information Services to expand Sunapsis functionality, including accessibility and reporting capabilities for all users including ISSS staff, academic units, department administrators, and international students and scholars.

  • Assists in technological development related to various ISSS communication and programming endeavors including website, social networking, web forms and newsletters.

  • Collaborates with ISSS team members and other campus partners to continuously improve services to enhance the overall customer service experience for international students, academic units, and other stakeholders.

General Administration (5% of Time):

  • Assists with the creation of the ISSS budget, including forecasting estimates of international student enrollment for future terms.

  • Meets with the Director of ISSS and OIA Finance/Accounting Senior Professional on a monthly basis to assist with budget reconciliation.

  • Assists the OIA Finance/Accounting Senior Professional with reconciliation of the international student fee each academic term.

Qualifications you already possess (Minimum Qualifications)

  • Bachelor's degree in international education, international affairs, international relations, or a related field.

  • 3 years of experience in an ISSS office serving as an Alternate Responsible Office and/or Designated School Official, processing immigration casework and providing services related to a broad range of non-immigrant visa classifications for international students and scholars and other international visitors (e.g., F-1, F-2, J-1 Exchange Visitors, J-2, etc.), and working with SEVIS (RTI and Batch Processing), records management, relational databases, and report generation.

Preferred Qualification to possess (Preferred Qualifications)

  • Master's degree in international education, international affairs, international relations, or a related field.

  • Proficiency in a foreign language.

  • Experience living outside the U.S. for an extended period for education or employment.

Knowledge, Skills, and Abilities

  • Knowledge and skill interpreting and applying immigration-related laws, regulations, and procedures related to international students in a university environment.

  • Citizen or Lawful Permanent Resident of the United States to comply with the Department of State and Department of Homeland Security eligibility requirement for serving as an Alternate Responsible Office and Primary Designated School Official for the University's J-1 and F-1 programs.

  • This position follows a hybrid work structure. This position is required to work from one of OIA's campus locations three days per week and may work from home two days per week.

Compensation and Benefits

The salary range (or hiring range) for this position has been established at $67,051 - $74,109

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
