Description of Job

The Accounting work unit within Financial Services exists to maintain a controlled environment to properly record financial information for revenue collected as well as provide budgetary control and support for the department’s expenditures. The work unit handles all accounting specific functions for the department, which includes accounts payable, revenue collection, payroll for over 1,600 employees, general accounting transactions, reconciliations, and financial reporting.

What we do:

The Gaming section of Accounting has a Limited States Gaming statutory requirement to issue monthly financial statements to the Governor, State Treasurer, Speaker of the House, President of the Senate, etc. and oversees all accounting functions for the Gaming division, calculates annual disbursements of Gaming proceeds, and plays a critical role with the Gaming Commission to support and ensure compliance with State and Federal rules, statutes, and policies to effectively manage financials and maintain a strong internal control framework.

The typical day as a Financial Reporting Accountant:

This position will be preparing the monthly Gaming financial statements for the Colorado Limited Gaming Commission. A high level of accuracy, attention to detail, and strong organization skills are imperative to the success of this role and team. This position will prepare stand alone financials, be the main contact for external auditors and provide communication and advice regarding financial transactions and information. This position will supervise a team of accountants and monitor workflow and performance. If you're ready to contribute to the success for DOR, then this job may be for you!

Primary Duties:

  • Prepares and/or approves adjustments and accruals to accurately reflect the Division’s financial position at month end.

  • Reviews complicated calculations to determine how expenses will be split between Sports Betting and Gaming, creates spreadsheets and compiles proper backup to be reviewed by the Controller and contract auditors.

  • Audits and approves transactions within all systems, ensuring accuracy and completion while solving any errors.

  • Makes decisions on the authorization of payments or approval of accounting entries relative to situations where fiscal rules or statutory definitions are unclear or ambiguous.

  • Prepares annual year end exhibits and footnotes and reviews audited statements in conjunction with other staff, auditors and the OSC.

  • Prepares the Gaming monthly unaudited financial statements in accordance with Generally Accepted Accounting Principles (GAAP).

  • Understands how the financial statements are interrelated and how to properly analyze them for accuracy, completeness, and compliance with applicable Federal, State, professional and other regulatory requirements.

  • Performs reconciliations or reviews reconciliations performed by others on a monthly basis to ensure accounting information is accurately recorded on all appropriate systems (CORE, MLO, and GenTax); oversees accounts receivable and accounts payable for the Division of Gaming.

  • Advises others on how to resolve accounts receivable, accounts payable, CORE, and GenTax account discrepancies within the context of applicable policies, procedures, fiscal rules, etc.

    Position Details:

    This position is mostly remote with required in office meetings or training approximately once a quarter (or more if needed). This position is generally not allowed to take personal leave from approximately mid June through mid September every year due to the Fiscal Year requirements of this position.

MINIMUM QUALIFICATIONS:

Education and Experience:

Experience Only:

Eight (8) years of relevant experience in Accounting.

OR

Education and Experience:

A combination of related education in auditing , finance, and/or accounting (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned (as stated above) equal to eight (8) years.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

Necessary Special Qualifications:

Division of Gaming employees and their immediate family members are prohibited by C.R.S. 12-47.1-401 and Colorado Limited Gaming Regulations Rule 7 from engaging in certain activities that would be considered a conflict of interest. Such as the following:

  • Having any interest, direct or indirect, in any licensee, licensed premises, establishment or business involved in or with limited gaming.

  • Owning any property in Black Hawk, Central City or Cripple Creek, except employees working in Gilpin and Teller Counties can own private residential properties in those counties.

  • Participating in limited gaming and sports betting anywhere in Colorado, including the Indian casinos in Southwest Colorado.

  • Receiving or accepting any item of any value from a licensee or applicant other than under the specific guidelines set forth in Department of Revenue Policy DOR-013, sections A, B and C.

  • Division of Gaming employees are prohibited from purchasing, selling or trading chips and/or tokens issued by Colorado casinos, whether the casinos are opened or closed.

  • Division employees shall not enter into social relationships with gaming licensees, gaming licensee applicants, or any officer, agent, or employee of a licensee.

    Preferred Qualifications:

  • Experience with financial reporting and reconciliations

  • Strong knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB) and their application

  • Proficiency using Excel, Microsoft Word and Adobe Pro

  • Demonstrated communication skills (both oral and written)

  • Knowledge of State Fiscal Rules

  • Proven ability to work independently and accept supervision

  • Experience in State Government accounting

  • Experience using Colorado Operations Resource Engine (CORE) and/or Gentax

  • Experience using integrated accounting systems for financial statement preparation

  • Interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers

  • Experience in a supervisor or leadership role, managing employee/team workloads, coaching staff or managing employee performance
