DEPARTMENT INFORMATION:

This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Position The Engineer in Training III will work under the supervision and direction of a licensed Professional Engineer: work fully-operational, non-licensed engineer providing expertise to the unit and Regions for operations, traffic engineering, data collection to assist with asset and program management, and Transportation Systems Management and Operations (TSM&O) implementations. This position, under the guidance and supervision of a Professional Engineer, reviews or prepares evaluations for construction projects and highway corridors as requested by the regions. Assist and oversee the management of operations and safety programs by evaluating, ranking, and selecting projects proposed by local agencies and CDOT Regions. Perform traffic studies, simulation, crash analysis, signal warrant studies, intersection analysis, and traffic operation analysis for safety projects and upon region requests.

Major duties and responsibilities are performed under the supervision of a licensed Professional Engineer and include, but are not limited to the following:

Oversees construction operations to ensure compliance with the plans, specifications, and purpose of design; Monitors contractor compliance of equal employment opportunities laws, Federal wage rates, safety regulations, state, local and federal ordinances, etc. to ensure conformance safety by monitoring and requesting modifications on construction sites and traffic control plan to ensure compliance with appropriate standards; Checks, compiles and records documentation that report quantities of work performed, and assures that contractual acceptability of work to prepare accurate payment of funds to contractor for work completed by making detailed measurements of quantities from field data; Evaluates materials, equipment and systems for their acceptability for incorporation or use in a construction project; Identifies design problems caused by actual field conditions encountered and authorizes appropriate contract modifications orders to remedy problems; Reviews, assembles and prepares final documentations for completed projects and submit to Finals Engineer; Finalizes as-built plans, conduct field investigation and collects data for proposed traffic projects; Conducts pre onstruction meetings and other necessary project status meetings; Attends planning, scoping, and plan review meetings, as the representative of Region-1 Traffic Construction Unit, with other engineering residencies to assure the accuracy, consistency, and completeness of plans sheets and specifications; Analyzes and evaluates complex traffic data to formulate effective ITS and traffic engineering strategies for Region 1 Traffic & Safety, CDOT ITS, Colorado Transportation Management Center (CTMC), and other governmental agencies; Provides change order support by performing geometric measurements, quantity, cost, and engineering design calculations and prepares contract modification orders as needed; Monitors contractor's compliance of equal employment opportunities laws, safety regulations, state local and federal ordinances, etc and closely works with CDOT EEO office in approving CDOT Form 205 subletting contactors following established CDOT and Federal standard of workplace behavior; Other duties as assigned.
