The Office of Economic Development and International Trade (OEDIT) fosters a positive business climate and encourages quality economic development through the support of local and regional economic development activities across the state. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large. The service offerings include retention programs to ensure continued competitiveness of Colorado’s economic base and job training to keep Colorado’s workforce the best in the nation.
The Colorado Employee Ownership Office (CEOO) establishes a network of resources (eg: training, support, education, and consulting) for Colorado businesses considering employee ownership structures. The office brings together partners including employee-owned businesses, business transition service providers, such as attorneys, financial, accounting professionals, lenders and other employee ownership organizations. The CEOO offers financial support to prospective and existing employee owned businesses via multiple tax credit programs. For prospective businesses, the CEOO partners with community organizations and ecosystem partners, such as the Small Business Development Center (SBDC) Network, to provide critical support in their transition to any employee owned structure.

This role is a part of the broader Business Support Division within the Office of Economic Development & International Trade (OEDIT) which consists of four major programs within OEDIT: the Small Business Development Center (SBDC) Network, Minority Business Office (MBO), Employee Ownership Office (EOO), and Cannabis Business Office (CBO).
Description of Job
The position offers full-time, term-limited employment as an exempt, at-will State of Colorado Employee. Anticipated duration will be discussed in the interview process.
The CEOO Program Manager will oversee multiple employee ownership tax credit programs, manage an ongoing technical assistance program, implement marketing strategies to increase program utilization, and lead the Employee Ownership Commission.
The ideal candidate for this position will be a self-starter, with experience with government contracts, program development, and management, as well as a demonstrated interest in increasing the number of employee owned businesses. The candidate is detail oriented, collaborative with cross functional partners, and can manage multiple responsibilities with multiple government divisions.
Key Duties and Responsibilities
Manage existing tax credit programs and implement upcoming tax credit programs related to the CEOO, implementing overall strategy, executing the program, and evaluating the program for improvements, as well as managing the purchase orders and quarterly reporting
Collaborate with members of other divisions to effectively manage and implement tax credit programs
Manage an existing technical assistance program administered by two different nonprofit organizations, including managing KPI reports, processing reimbursements, and ensuring federal compliance
Develop marketing strategies to increase program utilization, which may include collaborating with external partners and/or conducting direct outreach efforts
Manage the Employee Ownership Commission and their work to advance employee ownership in Colorado
Travel on occasion throughout the state, at times giving presentations or providing outreach
Read and follow state statutes, fiscal policies, and federal regulations
Work with Learning Management System (LMS) staff, subject matter experts, and contractors to create, manage, and update online programming and resources
Develop and maintain systems to collect program data, impact, needs assessments, and client satisfaction
Facilitate requests from program stakeholders

Must be a self-motivated team player who is a creative and strategic thinker, with previous change management experience preferred.
Ability to represent the CEOO and OEDIT in presentations and at events.
Ability to work a hybrid schedule in downtown Denver and remotely.
Understands financial concepts, financial statements and has intermediate Excel skills.
Background with, or ability to learn, software tools like Salesforce and Monday.

Education / Experience
3+ years of experience in grant, project, and/or program management
Knowledge of employee ownership, particularly the different structures, challenges faced, and benefits
Demonstrated acumen and excitement to work at the convergence of public sectors at the local, state, and federal levels supporting private sector businesses
Bachelor degree preferred but relevant experience will be considered as an alternative
Conditions of Employment

Supplemental Information
Salary Range: $65,000 - $80,000 Annually
This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
