Description of Job

About the Work Unit:

The Office of Human Resources (OHR) provides strategic, tactical, and operational services to implement a comprehensive integrated departmental human resources (HR) program that maximizes productivity, diversity and inclusion, and a positive work environment while minimizing liability and risk in the department. Services include establishing and consulting on departmental talent management policies and processes (job evaluation, compensation practices, selection); interpreting and complying with the State Personnel System rules and policies as well as state and federal employment law; employee and labor relations (dispute resolution, performance management, discrimination complaints, and labor agreements); organizational and professional development (training, engagement, mentorships and career development, succession planning); time off and benefits administration; employee wellness and safety; and technical operational support (HR systems, onboarding/offboarding, transaction processing).

What you will be doing:

The position utilizes the internal processes to intake, manage, and resolve employee and labor relations incidents. Position performs employee and labor relations to resolve formal grievances, progressive discipline, performance management disputes, labor relations issues under the partnership agreement (and any agency side agreements), and discrimination investigations and complaints in compliance with federal and state discrimination law. Duties include utilizing the internal processes to intake, manage, and resolve employee and labor relations incidents. Position supports supervisors and managers in creating a positive employee work environment. Position uses the intake forms, creates case files, and timelines to resolve incidents, and seeks legal guidance from the Attorney General’s Office when appropriate. Duties require collaboration with other HR units (e.g., HR business Partners, Benefits and Workers’ Compensation, and Organization Development. Duties require interviewing employees, supervisors and other employees who may have participated or witnessed the incident.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1: Experience

Six (6) years of full time professional experience in human resources that included employee relations, labor relations, or closely related work.

Option2: Combination of Education and Experience

Graduation from an accredited college or university with a bachelor's degree in business, business administration, human resources, management, psychology, public administration, or closely-related field; AND Two (2) years of full time professional experience in human resources that included employee relations, labor relations, or closely related work . ( Minimum Qualifications )

Additional appropriate education will substitute for the required experience on a year-for-year basis.

This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated.

Preferred Qualifications:

  • Knowledge of the Colorado classified personnel system, including a working knowledge of the State Personnel Board Rules and Director's Administrative Procedures

  • Previous experience responding to employment charges and conducting investigations

  • Previous experience conducting crucial conversations and bring opposing schools of thought to agreement or compromise

  • Critical thinking; ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges

  • Initiative and self-management; the passion and the willingness to fully commit to the work and accomplish tasks within established timeframes

  • Demonstrated ability to successfully manage stress and maintain work-life balance

  • Demonstrated ability to maintain confidentiality and to exercise tact, discretion, and sound judgment
