Division of Child Welfare
The Division of Child Welfare (DCW) provides a range of leadership, management, and supervisory functions related to the administration of child welfare services to children, youth, and families. DCW provides supervision for all child welfare programs in Colorado’s 64 counties and delivers technical support, monitoring, program improvement, regulatory oversight, and other quality assurance functions.
DCW allocates and oversees approximately $450,000,000 in federal and state grants and budget allocations for county programs and operations.
DCW develops, analyzes, and implements legislative, budgetary, and policy initiatives and recommendations related to public child welfare services in Colorado. DCW develops policies, rules, and agency administrative directives and procedures to be implemented at the county level. DCW provides program expertise and consultation to counties and researches, advances, and promotes best practices and evidence-informed programs. DCW manages and coordinates state efforts to maximize federal revenues and program requirements, including the Child and Family Services Review and Program Improvement Plan, Title IV-E, IV-B/Annual Progress and Services Report, the federal reporting systems, and Colorado’s automated case management system known as Trails.
DCW is one of three divisions/units within the Office of Children, Youth and Families, accompanied by the Divisions of Youth Services Community Programs. The Office is under the oversight of the Director of the Office of Children, Youth, and Families, and that position reports directly to the Deputy Executive Director of Community Partnerships in the Colorado Department of Human Services through the Executive Director’s Office.
The work unit related to this position consists of those units within the Division that provide technical assistance, monitoring, and oversight of statewide county, provider, and grantee practice
Description of Job
The purpose of this position includes:
In conjunction with the Division of Child Welfare Director, the duties of the Division of Child Welfare Deputy Director of Policy and Development is to assist in the planning, directing, implementation, and evaluation of the Division of Child Welfare (DCW) including division management, program management, and community collaboration. Work includes independent internal projects and collaborative community projects at the direction of the Division Director, and this position acts as Division Director in absence of the Division Director.
This position provides consistent leadership and management to significantly improve the Division’s ability to work with county departments of human/social services on the administration of child welfare services and support improvements in safety, permanency, and well-being outcomes for children and youth, and support for their families. Ideally, these efforts prevent both the initial entry and subsequent re-abuse/neglect and re-entry into the child welfare system.
This position is the Division lead on regulatory and policy changes and legislative matters, and the position ensures coordination and integration of programmatic and policy initiatives across the Division.
The Deputy Director of Policy and Development has the primary responsibility to supervise those units within the Division that provide technical assistance, monitoring, and oversight of statewide county, provider, and grantee practice. This position is responsible to assure 64 counties are meeting prescribed outcomes to ensure child safety, permanence, and well-being.
Working in conjunction with the Division Director, the Deputy Director of Policy and Development makes critical decisions regarding the management and direction of administration of child welfare services in the state of Colorado. This position works independently to represent the Division in statewide and national collaborations and system change efforts and acts as a liaison with other state agencies and offices within the Colorado Department of Human Services, as well as with county departments of human or social services.
Primary Job Duties.
Leadership/Management. This position is delegated full authority in conjunction with the Division Director including meeting coverage and decision-making responsibilities.
In conjunction with the Division Director, provides direct, day-to-day supervision of unit managers, ensuring the delivery of high-quality, responsible child welfare services administered through county collaborations and community partnerships.
Delegates duties and responsibilities to Division unit managers and other leadership staff as appropriate.
Provides leadership and direction for all supervisory activities provided by county departments of human or social services, providers, and grantees and ensures communication and collaboration occurs externally with the aforementioned groups.
Provides daily guidance to the Division of Child Welfare staff regarding program planning, development, compliance, assessment, etc. to ensure consistency across units and the Division.
Recommends, reviews, and approves coordinated plans for the future direction of managers and child welfare staff to the Division Director.
Advises Division Director on personnel and policy matters that affect the Division. Ensures unit managers understand and implement specific efforts regarding any reorganization and the future direction of the Division.
Meets individually with assigned staff to problem-solve issues, discuss progress, and ensure unit processes and program policy development objectives are planned and met.
Conducts interim and annual performance evaluations with assigned staff.
Ensures workplace equity and leadership development for staff occurs.
Ensures work plans are in place for identified Division projects and/or other activities, including staff assignments, timeframes, objectives, measurements, and updates.
Ensures compliance with program monitoring standards, processes, instruments, and data collection and automated systems to track schedules, results, and follow-up actions, then authors reports which document findings.
Develops and leads change management activities within the Division and with counties. Has the authority to determine priorities and direction of program efforts.
Oversight of resolution of personnel and program issues within each area of responsibility.
Leading relationships and engaging in projects with Colorado’s Department of Health Care Policy and Financing and county departments as needed.
Leading the Division’s family voice/lived expert projects and Equity, Diversity, and Inclusion Projects.
Coordinates legislative efforts to include legislative reviews, policy analyses, and law implementation efforts.
Leads the Division of Child Welfare in strategic planning initiatives.
Policy and Legislation. This position serves as a policy and legislative expert team member for the Division of Child Welfare. This position is responsible for the oversight of development and implementation of regulations, statutes, and policies specific to child welfare service activities administered statewide.
Coordinate and oversee the policy (aka rule) activities of the Division.
Coordinate the legislative activities of the Division with other Division and Office staff.
Coordinate with the Office of the Attorney General as it relates to the need for policy and/or statutory interpretation.
Coordinate and oversee the federal regulatory activities of the Division.
Coordinate and oversee internal and external audit activities of the Division to ensure compliance with federal regulations, state statute, and the Code of Colorado Regulations.
Collaborate and communicate with county directors of human or social services through the Child Welfare Sub-Policy Advisory Committee and Policy Advisory Committee regarding new and/or existing child welfare policy initiatives.
Work with the OCYF Judicial/Legislative Administrator to identify areas of opportunity to revise and/or add statutory requirements, identify needs for new legislative initiatives, and respond to requests for policy impact analysis.
Work with Division Unit Managers, county and community stakeholders, and the State Board of Human Services to promulgate rules.
Attend legislative and/or audit meetings/briefings, and may include contacts with State Legislators from Colorado’s General Assembly, the GA’s Joint Budget Committee’s staff analyst, Office of State Auditors, CDHS Budget Office, CDHS Audit Division, county organizations, and other internal and external agencies/organizations.
Assist in tracking all formal and informal work plans for the Division related to policy, statutory, and/or regulatory initiatives.
Strategic Planning and Implementation. This position serves as the child welfare subject matter expert with regards to strategic planning efforts to improve child welfare outcomes in Colorado and for planning and directing the Division’s strategic and long-range goals through the Child and Family Services Plan.
Recommendation for statewide practice improvements, trends and systemic issues, and oversees acceptable levels of performance.
Provide guidance and options for strategic direction for the Division.
Coordinate program reviews with other Divisions and other Departments as identified.
Guide and oversee ongoing division planning and development.
Work collaboratively with Unit Managers, county stakeholders, and Division/Office/Department data staff to determine core practice outcomes and performance measures based upon federal regulations, state statute, and/or the Code of Colorado Regulations.
Ensure performance-based outcome measures are aligned with the Results Driven Management System process and strategic planning efforts across the Division.
Based on research, recommend advancement of best practices and promising practices.
Oversees the creation, submission, and monitoring of Colorado’s Child and Family Services Plan (CFSP). The CFSP is a strategic plan that sets forth a state’s vision and goals to strengthen its child welfare system. It outlines initiatives and activities that the state carries out over the next 5 years to administer and integrate programs and services to promote the safety, permanency, and well-being of children and families.
Oversees the creation, submission, and monitoring of Colorado’s Annual Progress and Services Report (APSR). The APSR provides an annual update on the progress made by states toward the goals and objectives in their CFSPs and outlines planned activities for the upcoming fiscal year.
Oversees Colorado’s Child and Family Services Review (CFSR). The Children’s Bureau conducts the CFSRs, which are periodic reviews of state child welfare systems, to achieve identified federal goals.
Other duties as assigned.
In conjunction with the Division Director, this position works with the OCYF Communication Manager to ensure Division-related CORA requests are met within the required timeframe.
Performs other duties as assigned to support Division, Office, and Department objectives.

Experience Only:
Ten (10) years of relevant experience in an occupation related to the work assigned to this position. Minimum 3 years in child welfare practice, preferably in a leadership role.
Or
Education and Experience:
A combination of related education (Social Work, Sociology, Psychology, Education and/or other closely related subjects) and/or relevant experience in an occupation related to the work assigned equal to ten (10) years. Minimum 3 years in child welfare practice, preferably in a leadership role; a master's degree can exchange for two (2) years of experience towards general years of experience or substitute for 1 year of child welfare practice experience specifically.
