This posting is intended to fill the VASH Residential Coordinator and The Rental Assistance Program Specialist position with Division of Housing.

Position #1:

VASH Residential Coordinator

The Office of Rental Assistance unit exists to create and maintain affordable housing options and partner with local service providers and private owners to offer housing with appropriate supportive services for persons with special needs: i.e.disabling conditions and/or experiencing homelessness.

This position exists to perform program administration of rental subsidies, acting as a housing coordinator for the Veterans Affairs Supportive Housing (VASH) participants. VASH participants are veterans who receive voucher administration directly from DOH. Working in conjunction with the VA, this position coordinates the following actions: determining eligibility, processing new admissions, reexaminations, interim actions, and independently conducts housing inspections as needed.

Job Duties:

VASH Program Administration

Conducts program related services and paperwork to ensure Housing Choice Voucher Program compliance for DOH’s VASH participants. Program related services and paperwork include: conducts third party verification of all income and expenses, calculates rent subsidies using the form 50058, conducts annual and special inspections, conducts voucher briefing for all new admissions participants. Additionally, this includes meeting with participants in person or providing written information/correspondence necessary for eligibility, new admissions, reexaminations and other relevant actions. This position also works with program participants and landlords to ensure compliance with state and federal policies/regulations through the day-to-day functional administration of the program. Additionally, this position is required to complete data entry into the Homeless Management Information System (HMIS) for all VASH participants as they enter and exit the program.

Housing Inspections

Applies HUD’s detailed standards when independently Conducting housing inspections for independent HCV and VASH participants when agency inspector is not available. This position is responsible to follow up on all failed inspections for caseload, ensuring that the landlord/owner tracking all due dates as they relate to annual inspections. Sends all required correspondence regarding failed inspections and the timelines to make repairs. In addition, this position works in conjunction with the Contract Managers to complete an adequate number of Quality Assurance Inspections.

Position #2:

Rental Assistance Program Specialist - Office of Rental Assistance

The Rental Assistance Program Specialist exists to provide support to Rental Assistance Specialists with large agency caseloads which include the following:

  • rental assistance programs: the Housing Choice Voucher (HCV) Program,

  • the State Housing Voucher (SHV) Programs (including the Homeless Solutions Program and the Community Access Team Voucher Program),

  • the Emergency Housing Voucher (EHV) Program,

  • and the Continuum of Care Permanent Supportive Housing (CoC PSH) Program.

    The Rental Assistance Program Specialist also exists to act as the Residential Coordinator for DOH participants without an assigned contract agency during agency transitions.

    The Rental Assistance Program Specialist communicates with a highly diverse public clientele, department staff, staff from other agencies and others. This position must be able to determine priorities and meet deadlines that could have adverse effects on program participants, staff, and stakeholders if not met. The professional judgment required to carry out the responsibilities of this position has the potential to affect the housing of vulnerable individuals and families across the State of Colorado. Competing priorities have to be dealt with on a daily basis, and professionalism must be exhibited at all times.

Experience Only:

(5) Five years of professional experience providing technical assistance to the disabled population and individuals with disabilities.

OR

Bachelor’s degree from an accredited institution in psychology, sociology, social work, business, political science, urban planning, finance, or other related field.

AND

(1) One year of professional experience providing technical assistance to the disabled population and individuals with disabilities.

This experience must be documented in your application to be considered for employment.

Preferred Qualifications:

  • State of Colorado experience in local government, housing, homeless, or human services programs;

  • More than two years experience in providing support to individuals with disabilities the disabled population;

  • Experience interpreting rules and policies and providing support to the customers;

  • Experience developing and preparing materials and making presentations;

  • Experience conducting housing Housing quality Quality standard Standards (HQS)

    inspections;

  • Experience providing technical assistance related to grants;

  • Experience with development, implementation, and evaluations of Federal and State housing programs, standards and implementation in accordance with best practices, particularly Emergency Housing programs focused on housing people from homelessness

  • At least one year of professional experience in affordable housing or homeless programs ;

  • Knowledge and experience with federal and state affordable housing programs;

  • Knowledge and experience with contract or grant budget management ;

  • Experience in compliance monitoring

  • Experience with Elite housing software

  • Experience with Google Suite
