National Park Service Supervisory Park Ranger (Protection) in Denali Park, Alaska

Summary This position serves as the North District Supervisory Park Ranger (Protection) located in Denali National Park and Preserve in the Visitor and Resource Protection Division. Responsibilities Duties include but are not limited to the following: Serves as the supervisor of the park's north district visitor and resource protection division and performs a wide range of supervisory functions including work planning, scheduling, assigning priorities, assigning, and reviewing work, training, awards and recognition, conducting performance appraisals, safety, and recruiting. Develops and implements a district-level visitor and resource protection program, including law enforcement, emergency medical services, and search and rescue. Liaises with local communities, visitors, federal, state, and local agencies, concessionaires, inholders, permitees, park managers and staff. Maintains a comprehensive knowledge and understanding of the district's natural and cultural resources and of the specific laws and regulations pertaining to the protection and use of these resources. Responsible for leading, planning, analyzing, directing, and coordinating a variety of diverse programs that require professional and in-depth technical knowledge, experience, and skills in the specific fields of law enforcement and emergency services (emergency medical services, search and rescue, structural and wildland fire management, incident management and planning), special park uses, and fiscal management. The National Park Service (NPS) has determined that the duties of this position are suitable for situational telework or during an emergency or natural disaster with prior supervisor approval. Physical Demands: The incumbent will be required to perform regular office work with moderate physical exertion, though the incumbent is frequently required to exert strenuous physical effort in high-risk activities. These situations involve fire control, search and rescue, law enforcement, wildlife management, backcountry patrol, hiking and climbing in steep terrain, carrying heavy loads, running, and other emergency response. Incumbent may be called upon to work long hours in adverse environmental conditions, in all seasons, both day and night. Work involves periodic travel including by small planes, helicopters, watercraft or specialized vehicles. Work Environment: The incumbent is regularly required to work outside in all types of extreme weather and terrain including temperatures of -50° F, snow and glaciers, rugged mountainous areas, high altitudes, glacial streams and rivers, and with wildlife including grizzly bears. Will be involved with helicopter and fixed-wing operations, sometimes at low level in mountainous terrain, and with other hazardous equipment and situations. Must meet Selective Service Registration Act for males. Must participate in the Direct Deposit Electronics Funds Transfer Program. Must possess or be able to obtain prior to EOD, a Type I NPS Law Enforcement Commission. Must carry a firearm while performing duties and maintain firearm proficiency. Must be free of any domestic violence convictions. Appointment will be subject to successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Prior to appointment, required to submit to a drug test and receive a negative drug test result. Subject to random testing for illegal drug use. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties and pass a medical examination including vision, hearing, cardiovascular, and mobility of extremities. Subject to reoccurring medical examinations. Must pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Must obtain a National Registry Emergency Medical Technician (EMT) or greater certification within three years of entering on duty. Required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. May be required to complete training and operate a four-wheel drive vehicle. May be expected to travel in (not pilot) a small single-engine aircraft. Qualifications All qualifications must be met by the closing date of this announcement-09/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the number of hours worked per week, full-time, or part-time. If you indicate part-time, you MUST indicate the number of hours worked per week so that your qualifying experience can be prorated for credit. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position being used towards experience, as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position, you must possess the following qualifications: Law Enforcement Commission (Selective Factor): Must currently hold, previously held within the past three years, or be able to obtain before entering on duty, a Type I National Park Service Law Enforcement Commission. Applicants must document how they meet this requirement in their application package, such as listing the commission number, expiration date or date obtained, or the expected completion date, in the resume. AND Specialized Experience: One year of specialized experience equivalent to the GS-11 level in the federal service (obtained in either the public or private sectors) that is directly related to the position to be filled. Examples of specialized experience include law enforcement or investigative work involving the protection, conservation, or management of park areas; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas; leading or supervising a park law enforcement program. You must include the number of hours worked per week in your resume. Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional "requirements" continued: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade in the Federal service) with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA). Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. New employees and/or supervisors in the Federal Government will be required to complete a one-year probationary period. Position designated essential; selectee may be required to work during emergencies. Occupancy of government quarters is required. Required to wear a uniform and comply with the NPS uniform standards. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the NPS either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
