Minimum Qualifications Current NYS Justice Center for Protection of People with Special Needs employees with permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 3 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 3; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 25/M-1 or above AND eligible for transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law.

Duties Description Duties will include, but are not limited to: • Supervision of the Contracts and Procurement Unit to direct purchasing activities and ensure the proper management and maximum use of available resources in compliance with all applicable laws, regulations, and agency policies. Respond to all inquiries about the purchasing and contracting process.• Agency liaison with control agencies, contractors, agency management and staff to coordinate and expedite the review, negotiation and approval process to obtain goods and services within the required timeframe. Frequent interaction with representatives from the Office of General Services, the Business Services Center, the Office of the State Comptroller and the vendor community will be required.• Review proposed purchase orders and requests for proposals for accuracy and for compliance with State contract rules and regulations. Ensure accordance with agency programs and goals, funding source propriety and that rates are within reason. Negotiate the terms, rates and conditions of proposed contracts when appropriate.• Develop comprehensive and accurate IFBs and RFPs through collaboration with agency staff to produce clear, concise, objective bidding documents that comply with all state rules and guidelines. Conduct bid openings, evaluate bid documents and resolve issues with documentation or other bid issues.• Prepare contract reports with recommendations to approve, amend or reject proposal. Review modifications and contract amendments to determine their impact and to ensure continued compliance with applicable regulations. Authorize and implement the changes or additions to contracts and purchase orders.• Establish and implement agency purchasing policies to meet control agency directives and management priorities in accordance with the NYS Procurement Council’s Procurement Guidelines. Communicate new or amended purchasing requirements and their potential impact on operations with management and with budget and finance staff.• Develop internal spending control guidelines by assessing internal purchasing procedures and actions for potential risks or liabilities and recommend action to strengthen processes and/or resolve any findings. Research and make recommendations on opportunities to achieve cost savings, such as consolidating orders, cost-efficient alternatives or negotiating large purchases.• Identify opportunities for increasing the efficiency of the purchasing process to better meet the needs of the agency such as providing active support for the appropriate use by staff of the VISA procurement card; and the use of the new Statewide Financial System; using scheduled payments to improve the contract vouchering process; and reviewing and suggesting new or alternate methods of streamlining routine office and financial processes.• Receive, prepare and coordinate all agency claims for ration and coordination of all agency computer equipment, service calls, supplies and parts needed for covered equipment. Assist agency technical and support staff with service calls, service provider relations, denied claims and all aspects of equipment coverage.• Review monthly report of agency credit card use and obtain clarification or explanation of purchases when necessary. Advise users on appropriate/non-appropriate use of credit cards and ensure proper internal purchase documentation is tracked in the database.• Prepare detailed purchasing and contract information and analyses for special projects. Respond to agency staff requests for detailed summaries of program area purchasing.• Research and stay current on emerging technologies, purchasing trends and proposed regulations and rules that may affect the agency.• Assist and oversee preparation of quarterly MWBE and SDVOB spending reports consistent with appropriate guidance.
