The National Association of Chronic Disease Directors (NACDD) is a member-based Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and management. POSITION SUMMAR Y

The National Association of Chronic Disease Directors (NACDD) is seeking a highly motivated and experienced individual to join our organization as a Program Manager within the Center for Advancing Healthy Communities (CAHC/Center) to advance the capacity of National Tobacco Control Program (NTCP) recipients and partners to implement strategies that support health insurance coverage for evidence-based commercial tobacco cessation interventions. Under the direction of the Associate Director, CAHC and the direct supervision of the Senior Program Manager, CAHC, this position will coordinate program management of a five-year cooperative agreement from the Centers for Disease Control and Prevention (CDC) entitled, Building Capacity to Increase Commercial Tobacco Cessation, Component 3 (CDC-RFA-DP-24-0056). Component 3 aims to promote and support the implementation of health insurance coverage for evidence-based tobacco cessation treatments.

This position will coordinate planning and implementation of activities; develop and sustain relationships with partners; and manage day-to-day activities of the five-year cooperative agreement. The Program Manager will collaborate with the project team and Center’s portfolio of tobacco programs to coordinate efforts to advance tobacco cessation among populations facing tobacco-related health disparities. Additionally, the Program Manager will support the integration of tobacco use prevention and control/cessation activities into other Center and Association programs/projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Coordinate program planning, implementation, and reporting for activities in Building Capacity to Increase Commercial Tobacco Cessation, Component 3;

  • Provide subject matter expertise (SME) on health insurance coverage for evidence-based tobacco cessation interventions;

  • Work closely with the Component 2 Program Manager, ensuring strong alignment, communication, and collaboration across Components 2 and 3;

  • Collaborate with the NACDD National Network for Tobacco Control and Cancer Prevention project team (the National Network is funded under another CDC cooperative agreement, CDC-RFA-DP-23-0015, CDC’s National Networks Driving Action: Preventing Tobacco- and Cancer-Related Health Disparities by Building Equitable Communities);

  • Manage the implementation of project activities to include:

  • Developing and managing resources;

  • Conducting assessments;

  • Developing and implementing a nation training and technical assistance (TA) plan;

  • Engaging and managing cohorts of learning collaboratives focused on building the case for coverage; of and access to tobacco cessation treatment and services;

  • Documenting and disseminating lessons learned;

  • Participate in all CAHC-, NACDD-, and CDC-required meetings;

  • Develop and maintain effective working relationships with diverse, multi-sector public health partners; the National Tobacco Control Program (NTCP); other National Networks funded under CDC-RFA-DP-23-0015; CDC Office on Smoking and Health (OSH) TA providers; and collaborators across all programs/projects that work to impact tobacco use and prevention and address tobacco-related disparities;

  • Support contract management activities and staying current on all workplan/project activities;

  • Identify opportunities for cross-program collaboration and synergy across CAHC and NACDD, leverage sharing of resources, and ensure alignment with NACDD's mission/vision and Strategic Plan;

  • Utilize systems to measure and communicate impact of project-related efforts;

  • Collaborate with the Tobacco Portfolio Program Evaluator on evaluation-related activities;

  • Collaborate with other CAHC and NACDD programs and team members;

  • Perform other duties, as assigned or necessary, to achieve CAHC and NACDD’s goals and objectives.

Requirements

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

  • Master’s degree in Public Health, Public Health Administration, or related field with minimum of five (5) years of relevant experience in planning, implementing/leading, and convening chronic disease prevention and/or management or health promotion programs;

  • At least three (3) years of relevant experience in planning and implementing tobacco control programs;

  • Experience working with CDC or other federal agencies on programs related to state-level chronic disease prevention and health promotion;

  • Proficiency in designing and implementing strategies/approaches that improve health insurance coverage for evidence-based tobacco cessation treatments;

  • Experience coordinating and delivering context-specific training and TA to advance health equity and to support health systems change for tobacco cessation;

  • Knowledge of and experience applying adult learning principles to effectively grow leadership, knowledge, and capacity;

  • Experience managing work plans, particularly for cooperative agreements;

  • Adept at developing tools and resources; facilitating meetings, conference calls, and peer-to-peer learning and sharing opportunities; and giving presentations;

  • Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables according to established timelines and budget:

  • Excellent multitasking and problem-solving skills with ability to analyze situations, identify existing or potential problems, and recommend solutions;

  • Self-motivated; able to work independently and to receive and incorporate feedback from others into plans;

  • Strong interpersonal skills, excels in building relationships and partnerships with diverse stakeholders, and able to work with and manage a team; ability to maintain quality customer service standards:

  • Adept at facilitating meetings, conference calls, and other meetings, virtually or in-person;

  • Ability to effectively connect and communicate with other staff and consultants working on other programs/projects; ability to identify opportunities for synergy and/or collaboration;

  • Ability to effectively present information to a variety of audiences and respond to questions from senior management; staff; other NACDD consultants, team members, and the Board; and internal and external partners/stakeholders;

  • Superior oral and written communication and organizational skills with strong attention to detail;

  • Experience with grant writing and management;

  • Ability to establish and maintain professional credibility and diplomacy; understands the importance of keeping current industry or subject matter expertise;

  • Resilient, flexible, and innovative;

  • High proficiency with Microsoft Office programs (e.g., Word, Excel, PowerPoint); ability to master other technologies and software applications;

  • High proficiency in utilizing virtual meeting platforms such as Zoom, as well as project management platforms such as Smartsheet;

  • Available to travel, as needed.

PREFERRED QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

• Prior Association or other nonprofit experience preferred, specifically member-based organizations serving state public health practitioners;

• Prior work experience in a state, county, or local health department, specifically tobacco control programs, preferred;

• Prior experience working in and/or supporting public health programs focused on advancing health equity and/or tobacco control programs preferred.

LOCATION/HYBRID

• Must be located in one of the following states: Arizona, California, Florida, Georgia*, Illinois, Maryland, Massachusetts, Michigan, North Carolina, Ohio, Rhode Island, Texas, Virginia, or Washington;

• IF REMOTE - Must be available to travel to the NACDD office in Atlanta periodically as needed;

• *IF HYBRID - All Atlanta-based employees are required to work in the HQ office twice per week.

TRAVEL REQUIREMENTS:

• This position may require travel on an as needed basis; at least 10%.

SALARY RANGE:

• $88,000 to $100,000

ADDITIONAL REQUIREMENT:
