Job Summary:

The Account Manager (PM) will support the USCIS OCFO with program management of the FSM PMO contract: all the necessary technical, business, and administrative planning and preparations; organizing; coordinating; tracking (e.g., cost, schedule, deliverables); performance management; risk management; subcontractor management; resource management; change management and data management.

Responsibilities/Duties:

  • Completing required acquisition deliverables outlined in the DHS Acquisition.

  • Coordinate and complete deliverables associated with Business Process.

  • Documentation/Re-engineering, Change Management, and Risk Management.

  • Manage or direct work of multiple groups in a manner that effectively delivers results to the government.

  • Provide support and expertise in all Project Management related activities.

  • Coordinate, collaborate, facilitate, participate and submit approved USCIS FSM

    Program responses on behalf of PMO, Subject Matter Experts, and Integrated Project Teams.

  • Assist in the development/drafting and maintenance of required documentation per the DHS Acquisition Management Instruction and Office of Program Responsibility and Risk Management guidance in order to obtain ADE-2B approval.

  • Assist with development and maintenance of the USCIS FSM Integrated Master Schedule and project dashboard.

  • Assist with preparing for and planning of USCIS participation in the Discovery process with DHS Financial System Modernization Joint Program Management Office, ICE, and third party vendors.

  • Assist with preparing for, planning of and participation in USCIS test and evaluation events; development and review of test evaluation plans and reports.

  • Coordinate, review, and provide comments on delivered functional and technical specifications.

  • Assist with development and management of Configuration technical and functional documentation.

  • Maintain/administer knowledge repository - databases and SharePoint sites for improved analysis and collaboration, program record, and workflow.

  • Develop Standard Operating Procedures (SOP) and Policy and Process Manuals in a USCIS format.

  • Coordinate deliverables with DHS FSM JPMO, Immigration and Customs Enforcement (ICE), and third-party vendors.

  • Participate in and complete deliverables from and for the DHS FSM Joint Program Management Office Integrated Project Teams (IPT).

  • Complete other duties and tasks assigned by USCIS FSM Project Manager.

  • Assist in identification, mitigation strategy, tracking, and disposition of financial management system program risks.

    Qualifications:

  • Must possess demonstrated directly applicable subject matter expertise of 10 or more years in the project management field.

  • Possess at least (10) years of full lifecycle Acquisition Information Technology Program experience to include the migration of data from legacy system to new solutions.

  • Ability to oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

    Education/Certifications:

  • Must be a certified Project Management Professional (PMP).

  • Must possess MA/MS degree.
