Scope of Work: THTBC is seeking a customer-oriented Project Control Analyst with Government Contracting expertise to join our team. The ideal candidate has experience with financial analysis and forecasting, budget management, cost controls, and procurement. They will be a self-starter who has considerable experience working independently as well as within a team and can work proactively and with limited supervision. This program requires a highly qualified person who can successfully build trusted relationships with both internal stakeholders and external customers. The ideal candidate will use analytical and problem-solving skills to recommend and help implement innovative process improvement solutions to improve program execution. This position requires accuracy and timeliness - attention to detail and responsiveness to support customer needs - are critical in this role. The Project Control Analyst will support the Program Manager (PM) by monitoring and analyzing performance of the contract by establishing and improving upon cost control systems to monitor and control costs and schedules. The Project Control Analyst is the primary Point of Contact (POC) for all aspects of Project Control and is expected to keep accurate records of expenditures and timelines, identify variances to the project budget and project schedule, and demonstrate the ability to continually adjust and re-forecast. The Project Control Analyst will be expected to use financial analysis skills to assess performance and provide regular updates to the PM and should be capable of taking steps to proactively manage project cost, schedule, and performance challenges. Responsibilities: Establish and improve upon cost control systems to monitor and control costs and schedules Establish and maintain financial models and reports to ensure contracts are within negotiated and agreed-upon parameters and government cost control guidelines Ensure adequate funding availability by maintaining accurate records of expenditures Develop and maintain forecasting models (Estimates at Completion (EACs)/Estimates to Completion ETCs) for Time and Material and Cost type Contract Line-Item Number (CLINs) Review General Ledger, Trend Reports, Profitability Reports, etc. to analyze and report program spend plans by CLIN and Contract Type Prepare budgets and schedules for contract work Perform financial analysis Prepare sales forecasts Conduct cost, schedule, and contract performance variance analysis (budget vs. actual expenditures and planned vs. actual timelines) and identify trends and potential mitigations Monitor profitability and make recommendations to maintain or improve Develop and maintain financial Models and Basis of Estimates (BOEs) to provide pricing support for add-ons or modifications to current programs Gather inputs from PM and other key teamm
