Job Description:
We seek a talented and driven Compliance Development and Support (Journeyman) Manager to join our team. The successful candidate will support our Defense Enterprise Accounting and Management System (DEAMS) operations. The ideal candidate has proven experience in compliance management and policy development, an understanding of government contracting, and experience in preparing for and facilitating internal and external audits. The person will also support the DEAMS Functional Management Office (FMO), Air Force Accounting Operations Center (AFAOC), and Air Force field commands' use of the DEAMS application.
Duties and experiences include, but are not limited to, the following:
Act as the task lead for compliance sections, serving as the primary point of contact for the Government lead on all compliance-related tasks.
Ensure the DEAMS software and business processes adhere to all applicable laws, regulations, and policies, maintaining ongoing compliance.
Function as the audit liaison for DEAMS, managing both internal and external audit requests, responses, and findings, including tracking and collaboration.
Review and provide feedback on internal and external policies as a policy liaison for DEAMS stakeholders, offering DEAMS perspective and technical insights.
Assist the Government by preparing and providing necessary work papers for DEAMS as required.
Create and sustain compliance continuity documents approved by the government, such as Policies, Standard Operating Procedures, and Desktop Guides, for historical reference and training.
Evaluate the current DEAMS control environment, document control design and operational effectiveness, and propose improvements for enhanced operational efficiency.
Prepare and deliver documentation to support the risk assertion package for Service Organization Controls (SOC) 1 examination in accordance with the latest Statements on Standards for Attestation Engagements.
Develop, support, submit, and track corrective action plans (CAPs) to mitigate Federal Information System Controls Audit Manual (FISCAM), including but not limited to NIST, FFMIA, A123, Data Quality Plan (DQP) deficiencies and audit findings.
Experience Requirements:
- 3 to 10 years of experience
Desired Experience:
Working knowledge of DoD Financial Management systems, processes, and procedures
Working knowledge of Air Force Financial Management systems, processes, and procedures
Functional knowledge of Federal applications of Oracle eBusiness software
Technical knowledge of Federal applications of Oracle eBusiness software
Functional Experience with Oracle Federal Financial audit capabilities
Working knowledge of DoD legacy financial management systems and processes
Working knowledge of Federal and Defense financial audit processes
Functional Expertise in operational Standard Financial Information Structure (SFIS)
Certification Requirements:
Desired Certifications
Agile software certifications, including scrum master or product owner
Certifications in SAFe Agile Framework
Certified Internal Auditor (CIA)
Certified Information Systems Auditor (CISA)
Functional Experience as a Certified Public Accountant (CPA)
Functional Experience as a Certified Internal Auditor (CIA)
Functional and Technical Experience as a Certified Information Systems Auditor (CISA)
Defense Financial Manager (CDFM) Certification
Government Financial Manager (CGFM) Certification
Education Requirements:
