Job Description
Summary:
This position will perform the full range of supervisory functions required by the Iowa Department of Health and Human Services, under the administration of the division of Community Access and Eligibility, Bureau of Assistance Programs. This position directs, plans, supervises, and evaluates support staff throughout the state of Iowa. This position is responsible for the operations that ensure staff and necessary technical supports are available to professional staff, who are administering HHS services to ensure critical supportive resources, health needs, and safety needs for the citizens of Iowa, and these needs are being addressed in a timely manner, in accordance with state and federal guidelines.
To ensure HHS is providing the best service to the citizens of Iowa, applicants should demonstrate exceptional customer service skills, integrity, and a strong work ethic, along with the below skill set.
Hours: Monday – Friday 8:00 AM – 4:30 PM (in addition to after-hours coverage)
Responsibilities:
*After-hours coverage is required with this position.*
• Assign work to support staff; explain methods and procedures, and provide special instructions involving unusual problems or situations, spot check work in progress and upon completion.
• Organization and assignment of unit work to ensure equitable workload and efficiency of service delivery.
• Provide guidance and consultation to staff to assist with difficult and complex situations.
• Organize and attend support staff unit meetings.
• Serve as consultant and coach to assist workers in improving their overall skills.
• Evaluate all aspects of staff performance at required intervals.
• Manage overtime allocations and provide input to administration.
• Assign and monitor all work schedules and approve/deny requests for leave.
• Participate in employee investigations and provide information as requested.
• Participate in all steps of grievance process.
• Evaluate and provide feedback regarding manual/policies/procedures.
• Participate in new employee interviews.
• Plan work activities and sequential operations on a daily, weekly, monthly, or longer-term basis.
• Create, coordinate, schedule, and assign work in all offices, to include filling in offices as needed, while ensuring operational needs are met at all times.
• Employ responsibility and accountability for the technical accuracy of work supervised.
• Organize staff in preparation for various audits to ensure all audit information is collected and organized in advance of the audit.
• Provide advice, guidance, and consultation to support staff when necessary.
• Keep unit personnel informed of current policy and procedure which affect their work.
• Provide regular feedback to support staff regarding job duties and performance through regularly scheduled supervisory conferences, held no less frequently than one time per month, or as necessary.
• Approve mileage claims, payroll, and other personnel related functions.
Administrative Duties:
• Respond to customer and employee inquiries and concerns; assure complaints related to worker/unit functioning are handled promptly.
• Coordinate and implement goals and objectives to achieve desired outcomes.
• Participate in special projects as assigned.
• Work as a team member to problem solve and provide services to our community.
• Recommend policy to support implementation.
• Use of various forms of technological resources to monitor, track, approve, and direct workflow.
• Analyze data, provide input, and track information as requested.
• Keep administration informed of high-profile situations.
• Prepare various administrative reports.
• Monitor workflows, assess processes, and provide feedback.
• Ensure all equipment is inventoried and kept up to date.
• Assess and survey equipment and supply needs of staff for budget and operations.
• Ensure all workers are provided the correct office equipment to enable staff to do their jobs in an efficient, orderly manner.
• Coordinate repairs of equipment within service area through consultation with (county, state, or private vendors).
• Provide direction and coordination during office moves (ensures data, phone, and electric lines are available, moved, or deleted simultaneously).
• Evaluate the needs of the office, coordinate detailed floor plans, and provides specific plans for emergency evacuation.
• Coordinate emergency procedures for after work hours when incidents occur to the office such as vandalism, theft, fire, flood, etc.
• Ensure all staff are aware of tornado and fire procedures, maintaining updated emergency plans
• In cooperation and collaboration with the EO2 and ITS2, oversee, move, track, inventory, and distribute equipment in a prescribed equitable manner, to include office equipment and state vehicles.
• Assist the EO2 in managing Local Administrative Office Expenses (LAE), accounts receivable and payable.
• Present and organize factual information and ideas clearly and precisely in order to apprise administrators of the status of assigned operations.
• Monitor the logging of building keys and swipe cards assigned to employees.
Training/Trainer:
• Assist staff in identifying training needs and arranging training to meet those needs.
• Coordination of monthly unit meetings and staff meetings to communicate issues regarding overall function of the office and various programs.
• Devise and provide training as necessary for staff and other community groups.
• Attend training regarding professional growth, specific program areas, policy, and procedures.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from high school (or GED equivalent) and experience equal to four years of full-time work experience in general office administrative support; specialized technical program support; or program administration, development, management, or operations.
2) All of the following (a, b, and c):
a. Graduation from high school (or GED equivalent); and
b. One year of full-time work experience in general office administrative support; technical program support; or program administration, development, management, or operations; and
c. A total of three years of education and full-time experience (as described in part b), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
