Federal Deposit Insurance Corporation Settlements Specialist, CG-1101-13 in Dallas, Texas

Summary This position is located in the Division of Resolutions & Receiverships, Settlements Branch, Dallas, TX of the Federal Deposit Insurance Corporation and provides the administration of the Purchase and Assumption Agreement (P&A) with Assuming Institutions for failed financial institutions and complex receivership settlements matters. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement. Responsibilities -Serves as a specialist for FDIC as Receiver pertaining to matters involving the terms of the Purchase and Assumption (P&A) agreement and assists the Assuming Institution to understand its roles and responsibilities during the Settlement period. -Facilitates the purchase of certain assets of complex failed financial institutions under option as stated in the P&A. -Directs the Interim and Final Settlement funding between FDIC as Receiver and Assuming Institutions. -Analyzes complex financial statements, accounting data, loan files, legal documents and other records to make decisions and recommend appropriate courses of action in accordance with the provisions of a specific P&A. -Coordinates the development of processing systems, reporting mechanisms, database support and other information sources required to monitor and evaluate Settlement functions and interaction with internal and external entities. Serves as division representative on user groups for automation and management information related systems. -Assesses a variety of contracts or agreements between FDIC and financial institutions and contractors. Monitors contracting documents to confirm adherence to contract terms, FDIC standards, and contracting procedures. Develops and evaluates proposals for cost effectiveness and determinations. -Meets and negotiates with FDIC officials, attorneys, accountants, and contractors, representatives of financial institutions, regulatory agencies, or other private sector business management and personnel. -Presents cases, along with other financial issues concerning complex matters and financial considerations related to various Settlement functions. Develops written presentations for management, other FDIC officials, or federal and state regulatory agencies concerning complex financial transactions, theories and analyses of economic impact, proposed solutions, actions and strategies. Employee may be relocated to any duty location to meet management needs. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12grade level or above in the Federal service. Specialized experience is defined as is experience that includes 1) handling the administration of Purchase and Assumption (P&A) agreements, 2) facilitating the purchase of assets under option as specified in the P&A, 3) resolving operating problems with acquiring institutions, AND 4) assisting in the development of Settlement procedures.
