JOB SUMMARY
The Transfer System Manager is responsible for supervising transfer drivers and assets to ensure safe. Will provide timely and productive service in accordance with company policies and regulations, as well as overseeing the planning and coordination of the Transfer System at all locations. They will be performing a variety of complex tasks and driving the work in the field through a dispatch office. In addition, the Transfer System Manager will be responsible for cooperating with the operations management teams at the offsite locations to ensure that operations are conducted in accordance with TCEQ and other regulatory requirements and that transfer load weights are maximized for efficiency while remaining in compliance with all applicable rules and regulations.
CORE RESPONSIBILITIES
- In a collaborative process with HR, Safety and senior management, hire and train drivers
- Oversee the planning and coordination of the Transfer System to ensure service is safe, timely, productive, and in accordance with company policies and all applicable regulations.
- Supervise transfer drivers, ensuring service in a safe, timely, and productive manner in accordance with policies and regulations.
- Ensure tablet utilization and training on routing software for all transfer drivers.
- Communicate regularly with Operations Managers and Directors regarding equipment quality and availability
- Maintain regular communications with maintenance in order to ensure all workloads are completed as scheduled in a safe and productive manner.
- Communicate regularly with Directors of Operations and Maintenance to identify and address areas for improvement.
- Coordinate with Purchasing to ensure that adequate contract hauler options are available to meet work requirements in a cost-effective manner
- Coordinate with Dispatch to ensure that contract haulers are utilized efficiently and to the overall benefit of the company
- Conduct performance evaluations with direct reports at least annually.
- Monitor driver hours in order to limit labor expenditures and maintain Department of Transportation (DOT) compliance.
- Work with management personnel at offsite transfer locations to ensure compliance with all Company policies as well as TCEQ, SWPP, and other applicable regulatory authorities
- Work with management personnel to monitor trailer weights ensuring that load weights are maximized for efficiency while remaining in compliance with all applicable laws, rules and regulations
- Maintain a level of staffing in accordance with workload in order to ensure quality service and productivity.
- Support company-wide centralization of Dispatch and Customer Care operations by ensuring adherence to existing policies and procedures.
- Assist in the formulation and implementation of new or improved policies and procedures aimed at successful centralization.
- Minimize truck abuse by reviewing shop reports and conducting truck inspections.
- In cooperation with the Safety Department, review and keep records of all accidents and incidents involving transfer drivers or equipment.
- Attend at least one monthly drivers safety meeting and present information when necessary.
- Conduct route observations and driver ride-a longs.
- Oversee the administration of the transfer driver compensation plan.
- Confirm orders are completed and systems updated accordingly.
- Maintain and record electronic and hard copy records.
- Prepare work schedules, ensuring staff performs to required standards, work scheduled shifts and achieve department objectives.
- Communicate regularly with internal personnel, e.g., Customer Care, Sales and Operations, to ensure that TDS policies and standards are upheld and customer accounts are operative and cost-effective.
- Meet with customers regarding possible concerns when necessary.
- Work with Operations Directors, managers and supervisors to de elop, manage, and report on performance metrics.
- Compile, analyze and report data on key metrics.
- Oversee the development of operations systems dashboard reporting, including performance against goals.
- Oversee development and administration of Operations processes and related documentation.
- Develop and provide periodic ad hoc reports to Operations management upon request.
- Communicate the Operations management to ensure the accurate and timely dissemination of information.
- Identify opportunities for process improvement and oversee improvement efforts.
- Lead the development and monitoring of Operations annual goals and strategies.
- Research driver incentive plans and develop proposals and implementation strategies.
- Work with routing team to develop improvements in route optimization.
- Other duties as assigned.
REQUIRED SKILLS and QUALIFICATIONS
- Three years of previous experience managing trucking and/or site operations
- Advanced operational and logistics skills
- Proficiency with the Microsoft Office Suite, i.e. Excel, Word, Outlook
- Ability to become proficient with routing and customer management software used by the company and internet navigation
- Verbal and written fluency in English
- Demonstrate a working knowledge of the companys systems
- Proficiency with financial software
- Ability to take the initiative to solve problems
- Ability to work independently with minimal supervision
- Ability to manage projects effectively
- Ability to interact effectively with all levels of the organization
- Self-motivation and organized

PREFERRED SKILLS and QUALIFICATIONS
- Solid waste back ground with facility management experience.
- Experience working with non-exempt employees
- Bachelors Degree preferably in business, management, supply chain or other related fields.
REQUIRED LICENSES and CERTIFICATIONS
- Valid Class C drivers license
- Safe driving record for the past three years
- Class B MSW License or the ability to obtain one within three months of employment.
