Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Crane, Indiana

Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Acquisition Lead for the Platform Protection & CM Technologies Division (Code WXR) within the Spectrum Warfare Systems Department of the Naval Surface Warfare Center Crane Division. Responsibilities You will oversee all contracts for the Infrared/Radio Frequency (IR/RF) Systems Technologies Division (Code WXR) in support of sponsor requirements. You will plan and monitor the execution of best contracting strategies and methods to meet contract requirements. You will oversee the development of performance-based contracts, Memorandums of Agreement (MOA), OTA requirements, DLA procurements, and other acquisition tools as needed. You will provide overall management and sustainment of the IR/RF Systems Technologies Division Acquisition Plan. You will develop, maintain and implement a 5-year contract strategy for WXR. You will assist in establishing processes, metrics, and reporting of contracting efforts. You will train and mentor engineers, logisticians, technicians, and junior staff on contracting and acquisition strategies and packages. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of acquisition management principles to support the planning, organization or management of defense acquisitions. Examples of qualifying experience may include (1) knowledge of technical procurement requirements; (2) understanding of contractual pricing procedures regulations and practices; (3) experience executing acquisition management plans. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $134,435). This position is covered by the Department of Defense Priority Placement Program.
