The Director Market Operations is responsible for working with the Market VP to provide strategic direction, leadership and support of enterprise-wide market initiatives. The position is responsible for facilitating the creation and execution of local market strategies and action plans. The position is involved in planning, budgeting, forecasting, facility planning and reporting for the assigned markets. Directs and facilitates evaluation, assessment, planning, implementation, data collection, reporting and tracking initiatives related to creating market efficiencies and improving medical cost control while simultaneously maintaining or improving the quality of care and service provided to our patients in collaboration with operational business units involved. Collaborates with consultants, stakeholders, operational partners and training teams to develop and implement programs, develop policy and procedures as required, and evaluate programs to continually improve market operations. Also, assists with long-term planning priorities to assure activities are appropriately integrated into strategic direction, as well as the mission and values of the organization.

Primary responsibilities:

  • Provides supervision for market personnel as assigned and participate on the management team directed by the Vice President of Market Operations

  • Participates in strategic and operational planning for the assigned market(s) and facilitates the execution of the plan within that assigned market

  • Participates in planning, budgeting, forecasting, facility planning and reporting for each of the assigned markets as directed by the VP of Market Operations

  • Continually seeks ways to improve job efficiencies

  • Creates and executes a comprehensive market strategy developing an assessment of competitors and local market trends benefit design and a marketing plan as well as a network development plan

  • Recommends and directs the assessment, design, development, planning, implementation, data collection/reporting, evaluation and tracking of market program initiatives

  • Directs data collection and reporting activities with information system partners to ensure reporting requirements are captured through each program phase, when applicable

  • Provides regular reports to executive team and stakeholders regarding initiatives

  • Directs the timely preparation of reports and records for dissemination to stakeholders

  • Directs program modifications based on evaluation results to ensure stakeholder and patient needs are met and to ensure stakeholder and/or customer satisfaction

  • Provides cross functional leadership across the health plan by maintaining open communication, identifying, resolving cross functional issues, continually improving cross functional policies/procedures/work flows and support systems and proactively facilitating staff development to achieve the goals and objectives of each assigned market

  • Collaborates with medical, network and financial staff to identify and resolve medical cost issues within each assigned market

  • Monitors compliance with all organizational metrics (Financial, Clinical, Customer Service, Membership, Retention, etc.). Provides training to management to facilitate effective cross functional working relationships to ensure applicable metrics are met

  • Maintains effective network support services by working with the Vice President of Market Operations

  • Performs all other duties as assigned

This is an office-based position, near Saratoga Blvd. and Cabaniss Field, Corpus Christi TX 78415 Occasional Local and Non-Local travel is required as determined by the business

Qualifications - External

Required Qualifications:

  • Bachelor’s degree in Business or Healthcare Administration or related field required. (8 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a bachelor’s degree)

  • Understanding of medical care delivery, network management and local market dynamics

  • Eight or more years of related management experience inclusive of employee supervision and development, budget oversight, and strategic planning

  • Understanding of financial performance for the total market including staff budgeting and monitoring as well as the management and understanding of risk management with the risk groups

  • Solid management and supervisory skills (i.e. employee selection, training, coaching and development as well as process management)

  • Exceptional interpersonal skills with ability to interface effectively internally with all levels of staff and externally with a wide range of people including physicians, office staff, hospital executives, medical groups, IPA’s, the press and community organizations

  • The Director shall possess excellent problem solving skills with effective follow through

  • Strong verbal and written communication skills

Preferred Qualifications:

  • Master’s degree in Business, Healthcare Administration, or related field.
