SUMMARY

Duties include conducting forensic autopsies; providing clear verbal communications as expert testimony in criminal or civil proceedings; conducting or participating in in-service training for law enforcement or other agencies as needed; consulting from a pathology perspective on emergency response, and assisting as a liaison with organ and tissue procurement organizations. Some individual teaching of staff investigators and technicians and occasional individual teaching of resident physicians and college students in training programs is expected. Since this is also a management position the duties may include employee supervision and management of day to day office functions.

The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following.

Holds inquests, with or without a jury, in cases where:

• a person dies within 24 hours after admission to a hospital or institution or in prison or in jail.

• a person is killed; or from any cause dies an unnatural death, except under sentence of the law; or dies in the absence of one or more good witnesses.

• the body of a human being is found and the circumstances of the death are unknown.

• the circumstances of the death of any person are such as to lead to suspicion that he or she died by unlawful means.

• any person commits suicide, or the circumstances of the death are such as to lead to suspicion that he or she committed suicide.

• a person dies without having been attended by a duly licensed and practicing physician, and the local health officer or registrar of vital statistics does not know the cause of death.

• a person who has been attended immediately preceding his death by a duly licensed physician or physicians and such physician or physicians are not certain as to the cause of death and are unable to certify with certainty the cause of death.

Administers oaths and takes affidavits while making investigation and holding inquests.

Takes charge of the body and all property found with it in the absence of next-of-kin or a legal representative of the deceased.

Reviews or conducts scene investigations and background investigations.

Performs external exams, partial autopsy or complete autopsy on Nueces county deaths. On out-of-county cases performs external exams, partial autopsy, or complete autopsy when Chief Medical Examiner is not available.

Attends the local conferences example EG. child fatality review team meetings and, mass fatality review team meetings.

Attends National Conferences: EG. National Association of Medical Examiners (NAME), and American Academy of Forensic Science (AAFS).

Receives reports of death from police officers or departments, superintendents of institutions, physicians and private citizens.

Testifies in court and gives depositions.

Causes bodies upon which an inquest should have been conducted to be disinterred for an inquest.

Furnishes certificates of autopsy or that no autopsy was necessary to owners and operators of crematories before a body is cremated.

Keeps full and complete records, properly indexed, giving the name if known, of every person whose death is investigated; the place where the body was found; the date; the cause and manner of death; and the full report and detailed findings of the autopsy, if any.

Assists with plans for the future services and budgetary needs of the department.

Assists with managing personnel, equipment, facilities and finances assigned to the department.

Assists with evaluating services and employees of the department.

Is on call 24 hours a day, seven days a week.

Assists with providing summary reports to Commissioners Courts on a quarterly basis.

Performs such other duties as may be assigned by Chief Medical Examiner.

EDUCATION AND/OR EXPERIENCE

Graduation as a Medical Doctor or D.O. from an accredited school, with specific training and/or experience in pathology, forensic pathology, toxicology, histology and other medical-legal sciences; Must be board certified by the American Board of Pathology (ABPath) in Anatomic Pathology. ABPath certification in Forensic Pathology or recent successful completion of a forensic pathology fellowship program. Licensure as a physician by the Texas Medical Board. Board Eligible or Certified in Forensic Pathology.

CERTIFICATES, LICENSES, REGISTRATIONS: Licensure as a physician by the Texas Medical Board. Board Certified in anatomic pathology. Board certified or board eligible in forensic pathology. Applicant must have a current (Non-Temporary) Texas Physician medical license. Must have a valid driver license. Any employment offer will be contingent on successful completion of a background check, physical, and drug screening.

KNOWLEDGE, SKILLS AND ABILITIES

Training and experience in performing autopsies, conducting investigations, holding inquests, testifying in court, and documenting results of the application of forensic pathology, pathology, toxicology, histology and other medical-legal procedures. Managerial and supervisory skills. Ability to establish and maintain effective working relationships with other county employees and officials, criminal justice system and medical personnel, the general public and the news media.
