The Senior Sponsored Programs Specialist coordinates administrative and financial functions for the assigned department. This position also oversees junior staff and takes on the review of more complex grant activities in order to ensure departmental compliance with applicable guidelines, rules, and regulations.

Department Specific Functions

• Provides high quality, efficient service to the research community and participates in innovative customer service initiatives.

• Serves as a resource for PIs, their research teams, and departmental admins in sponsored programs and expenditure processing including navigating UM systems, appropriateness of budget items, interpreting a broad range of sponsor policies, government regulations, and agency terms and conditions.

• Assists PIs and research teams with the adherence to, and execution of, the awarded budget in accordance with University, agency, State, and/or Federal policies/laws as applicable.

• Responsible for in-bound sponsored contract awards and out-bound subaward contracts.

• Supports the vendorization process for new collaborating subaward institutions.

• Prepares requests for new outbound subawards and amendments.

• Prepares and coordinates the submission of required documentation for all non-competing renewals of currently funded contracts to ORA (e.g., annual renewal/progress reports etc.) including tracking all submissions and ensuring timely submission to sponsor.

• Maintains a list of active subawards prompting renewals, invoicing, and reporting while ensuring accurate contract data in WD and tracking of non-PO contract invoice payments.

• Reviews and submits sponsored contract awards for ORA processing and tracking through final execution and award set up.

· Generates Approved Budgets for contracts based on proposals and awards.

· Performs contract-related post-award functions; responsible for contract closeout functions including reconciliations and preparation of financial reports, may generate invoices, works with PIs and ORA to ensure timely reporting and completion.

• Responsible for approval of all contract related expense transactions for the College of Arts & Sciences ensuring accuracy and compliance to University and funding agency requirements.

• Manages payroll commitments for sponsored effort enforcing UM and sponsor policies ensuring timely submission and accurate expenditure.

• Responsible for managing over-the-cap salary functionality ensuring accurate expenditure to grants and over-the-cap accounts.

• Monitors PI effort commitments ensuring compliance with sponsor regulations and UM policy.

• Keeps a database for sponsored payroll management.

• Documents and tracks cost share commitments, ensuring timely processing and accurate expenditure for fulfillment of commitments.

• Responsible for coordinating payroll submission with department managers. May submit payroll requests or corrections.

• Regularly provides payroll reports to depts.

• Reconciles submitted payroll prompting submission of corrections from departments.

• Serves as Effort Coordinator for the College. Ensures accuracy of effort reporting and meets with faculty as necessary prior to PI effort certification, prompting corrections from departments and managing holds to ensure timely certification accuracy.

• Assists with the effort reporting certification system, assigning dept roles, ensuring completion and compliance; maintains regular communications with faculty certifiers.

• Track equipment allocations and purchase plans/projections coordinating with the CAS Business office for approvals and reporting.

• Assists PIs and research teams with the adherence to, and execution of, the awarded budget in accordance with University, agency, State, and/or Federal policies/laws as applicable.

• Assists with the review of contract award set up in Workday for accuracy working closely with ORA to address errors.

• Coordinates close out and reporting requirements for sponsored contracts.

• Other duties as assigned

MINIMUM QUALIFICATIONS

Education:

Bachelor’s degree in relevant field

Experience:

Minimum 3 years of relevant experience. Any relevant education, certifications and/or work experience may be considered.

Knowledge, Skills and Attitudes:

· Demonstrated experience in payroll and contract management as well as sponsored programs requirement

· Must have a strong understanding of government grants and contracts regulations, sponsor specific guidelines, application forms, compliance requirements, etc.

· In-depth knowledge of University and Federal agency requirements including NIH, ONR, DOD/DARPA, NSF, and DOE as well as state and local government, and OMB Circulars, Export Control Regulations, Federal Acquisition Regulations.

· Ability to Work independently and exercise independent judgment and professionalism.

· Excellent verbal and written communication skills with demonstrated outstanding customer service skills.

· Demonstrated professional experience and judgment to effectively serve faculty and sponsors.

· Ability to work well under deadline pressures without sacrificing accuracy, customer service, collegiality, or ethics.

· Knowledge of or ability to learn Sponsor and University systems.

· Strong analytic skills.
